According to part four of article 53-1 of the Law of Ukraine "About prevention of corruption" and Item 10 of the Regulations on the Ministry of Justice of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of July 02, 2014 No. 228, I ORDER:

1. Approve Regulations on implementation in the Ministry of Justice of Ukraine, its territorial authorities, the companies, organizations and the organizations relating to the sphere of management of Ministry of Justice, mechanisms of encouragement and forming of culture of the message on the possible facts corruption or the offenses connected with corruption, other violations of the law of Ukraine "About prevention of corruption".

2. To department of questions of prevention and identification of corruption () submit Demyanenko A. this order on state registration according to the Presidential decree of Ukraine of October 03, 1992 to No. 493 "About state registration of regulatory legal acts of the ministries and other executive bodies".

3. This order becomes effective from the date of its official publication.

4. I reserve control over the implementation of this order.

I. General provisions

1. This Provision is developed for the purpose of implementation in the Ministry of Justice of Ukraine, its territorial authorities, the companies, organizations and the organizations relating to the sphere of management of Ministry of Justice, mechanisms of encouragement and forming of culture of the message on the possible facts corruption or the offenses connected with corruption, other violations of the law of Ukraine "About prevention of corruption" (further - the Law).

2. The Ministry of Justice encourages exposers and promotes them in the message on the possible facts of the corruption or connected with corruption offenses, other violations of the law.

3. The legal basis of forming and functioning of the mechanism of encouragement and forming of culture of the message is constituted the Convention of the United Nations against corruption ratified by the Law of Ukraine of October 18, 2006 No. 251-V "About ratification of the Convention of the United Nations against corruption", the criminal Convention of the Council of Europe on fight against corruption ratified by the Law of Ukraine of October 18, 2006 No. 252-V "About ratification of the criminal Convention on fight against corruption", the Civil Convention of the Council of Europe on fight against corruption, is ratified by the Law of Ukraine of March 16, 2005 No. 2476-IV "About ratification of the civil Convention on fight against corruption", the Law.

4. In this Provision terms are used in the following value:

mechanisms of encouragement and forming of culture of the message - mechanisms of encouragement and forming of culture of the message on the possible facts of the corruption or connected with corruption offenses, other violations of the law;

culture of the message - the message on the possible facts of the corruption or connected with corruption offenses, other violations of the law;

authorized division - Department of questions of prevention and identification of corruption (further - Department).

Other terms in this Provision are used in the values determined in the Law.

II. Purpose and results of encouragement and forming of culture of the message

1. The purpose of encouragement and forming of culture of the message is assistance to workers of the office of Ministry of Justice, its territorial authorities, companies, organizations and organizations relating to the sphere of management of Ministry of Justice, in identification and the message them about the possible facts of the corruption or connected with corruption offenses, other violations of the law committed by workers of the office of Ministry of Justice, its territorial authorities, companies, organizations and organizations, relating to the sphere of management of Ministry of Justice.

2. Introduction of zero tolerance to corruption, clear understanding of essence of corruption, standard forms of corruption manifestations and corruption situations which can arise in daily work, forming at workers of knowledge concerning the principles and mechanisms of prevention of corruption, skills of use of this knowledge in practice, notification requirement by workers of the office of Ministry of Justice, its territorial authorities, companies, organizations and organizations relating to the sphere of management of Ministry of Justice of all possible facts of corruption manifestations, respect for informants, as to steady regulation and part of corporate culture (ethical behavior) shall become results of forming of culture of the message.

III. Mechanisms of encouragement and forming of culture of the message

1. Mechanisms of encouragement are implemented by way:

approval of the local acts determining encouragement forms, organizational bases of functioning of the mechanism of encouragement;

provision by department of the methodical help and consultations on implementation of the notification;

implementation of moral encouragement of unmaskers.

Moral encouragement is based on personal interest of the unmasker in recognition of its role in corruption exposure, appreciation of its act and merits in collective.

2. Mechanisms of forming of culture of the message are implemented by way:

carrying out internal doctrines concerning forming of culture of the message;
