About state registration of regulatory legal acts of the ministries and other executive bodies

For the purpose of ordering of the edition by the ministries, other executive bodies of regulatory legal acts, I decide ensuring protection of the rights, freedoms and legitimate interests of citizens, the companies, organizations and organizations:

1. Determine that since January 1, 1993 regulatory legal acts which are issued by the ministries, other executive bodies, bodies of economic board and control and which affect the rights, freedoms and legitimate interests of citizens or have interdepartmental nature, are subject to state registration.

2. State registration is performed:

regulatory legal acts of the ministries, other central executive bodies, bodies of economic board and kontrolyaministerstvo of justice of Ukraine;

regulatory legal acts of the ministries and republican committees of the Autonomous Republic of Crimea - Head department of justice of the Ministry of Justice of Ukraine in the Autonomous Republic of Crimea;

regulatory legal acts of the regional, Kiev and Sevastopol city public administrations, their managements, departments, other divisions, and also local authorities of economic board and control - regional, Kiev and Sevastopol city justice departments;

regulatory legal acts of district, district public administrations, their managements, departments, other divisions in the cities of Kiev and Sevastopol - district, district justice departments in the cities of Kiev and Sevastopol.

State registration is performed according to the procedure which is determined by the Cabinet of Ministers of Ukraine.

The Ministry of Justice of Ukraine and justice department constitute the state registers of the regulatory legal acts registered by them.

3. The regulatory legal acts noted in article 1 of this Decree become effective in 10 days after their registration if in them later term of their introduction in force is not established.

4. Create in the Ukrainian state center of legal information of the Ministry of Justice of Ukraine databank about the regulatory legal acts entered in the state register.

To the Ministry of Justice of Ukraine to determine procedure for informing citizens, the companies, organizations and organizations about noted regulatory legal acts.

5. To provide to the Ministry of Justice of Ukraine, other executive bodies, bodies of economic board and control publication of the regulatory legal acts entered in the state register, and also broad informing citizens through mass media about regulatory legal acts which concern the rights, freedoms and legitimate interests of citizens.

6. To the Cabinet of Ministers of Ukraine to approve till December 1, 1992 Regulations on state registration of regulatory legal acts of the ministries, other executive bodies, bodies of economic board and control which affect the rights freedoms and interests of citizens or have interdepartmental nature.
