Regulations on the Communication service under the Government of the Republic of Tajikistan

1. General provisions

1. The communication service under the Government of the Republic of Tajikistan (further - Service), being the central executive body of the government providing within the powers realization of state policy in spheres of management, control, regulation and implementation of services of telecommunications, mail service, satellite communication and informatization (further - communications and informatizations).

2. The service in the activities is guided by the Constitution of the Republic of Tajikistan, regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by the Republic of Tajikistan and this Provision.

3. The service performs other activities in interaction with other central executive bodies of the government, local executive bodies of the government, self-government institutions of settlements and dekhot, and also legal entities.

2. Tasks, powers and rights of Service

- project development of regulatory legal acts of the Republic of Tajikistan in the sphere of communication and informatization;

- determination of need and possibility of forming and implementation of infrastructure of ensuring communication and informatization;

- regulation and promotion of activities of call center concerning communication quality in the country;

- creation of the National plan of numbering of the Republic of Tajikistan and management of it, allocation of numbers or range of numbers (including long-distance and international codes, universal communication services, IP addresses);

- issue, suspension, the termination and cancellation of documents of allowing nature for implementation of activities in industry of communication and informatization according to requirements of the legislation;

- representation in accordance with the established procedure interests of the Government of the Republic of Tajikistan concerning communication and informatization in case of execution of the international activities, and also coordination of the international activities of physical persons and legal entities in industry of communication and informatization;

- ensuring execution of regulatory legal acts of the sphere of communication, conditions and requirements of documents of allowing nature, observance of instructions for use with the allocated radio frequencies and the used equipment, procedure for use of the selected numbers;

- approval of agreements on intra network connection of operators of electric communication;

- participation in work of International union of electric communication, Regional union of electric communication, Universal Postal Union and other international organizations of industry of communication and informatization;

- conducting examination of projects and programs for creation and development of program technical means, systems and networks of informatization, technical aspects of information technologies and making conclusions;

- performing diagnostics of networks of electric communication for determination of opportunities of intra network connection and implementation of their control;

- control and inspection of condition and development of communication networks, activities of service points, sales of the equipment and means of communication, service qualities in industry of electric communication, mail and informatization, timely payment of the established payments in the government budget;

- acceptance of administrative measures concerning troublemakers and the rules established in industry of communication and informatization;

- preparation of offers of the State Commission on Radio Frequencies of the Republic of Tajikistan on regulations of distribution of frequencies;

- carrying out radio monitoring and ensuring electromagnetic compliance of radio-electronic means and high-frequency devices;

- providing in accordance with the established procedure coordination of purpose of frequencies with administrations of relevant organs of foreign states and registration of the frequencies appointed to radio-electronic means and high-frequency devices;

- participation in preparation of draft agreements between Service and administrations of relevant organs of foreign states on the questions relating to industry of communication and informatization, cooperation with administrations of relevant organs of foreign states, the regional and international organizations of industry of communication and informatization;

- forming and maintaining database of purpose of frequencies of radio-electronic means of civil use;

- preparation and implementation of concepts, strategy and the main directions of development of networks of electric communication, mail service, information systems on the basis of monitoring of the mid-term and long-term forecast of development of industry of communication and informatization;
