3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Federal Tax Service, Federal Security Service of the Russian Federation, Federal Accreditation Service, Federal Service for the Oversight of Consumer Protection and Welfare and the Federal Customs Service (further - authorized bodies).

c) together with authorized bodies evaluating results of experiment and submission of the corresponding report to the Government of the Russian Federation till August 31, 2026.

6. To provide to the Federal Tax Service, the Federal Customs Service, Federal Accreditation Service, Federal Service for the Oversight of Consumer Protection and Welfare when implementing powers in the established spheres of maintaining information exchange of the information systems with information system.

b) testing concerning goods of opportunities of use of technologies of drawing the means of identification, determination of the scope of information containing in means of identification and determination of optimum methods of marking by means of identification of goods proceeding from possibility of application of the relevant technology solutions;

c) the organization of effective interaction of public authorities, including regulatory authorities, with participants of turnover of goods;

d) implementation by participants of turnover of goods of primary filling of subsystem of the national catalog of the marked goods of the information system used for the purpose of carrying out experiment (further - information system), the data on goods allowing to identify unambiguously commodity unit;

e) development of offers on introduction of amendments to the legislation of the Russian Federation regulating turnover of goods;

e) preparation of offers on determination of codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union and codes of the All-Russian Product Classifier by types of economic activity of the goods which are subject to obligatory marking by means of identification.

3. Participants of experiment are:

a) the federal executive bodies authorized on ensuring carrying out experiment;

b) participants of turnover of goods;

c) operator of information system;

d) operators of electronic document management;

e) operators of fiscal data.

4. Participants of turnover of goods, operators of electronic document management and operators of fiscal data participate in experiment on voluntary basis. For participation in experiment operators of electronic document management and operators of fiscal data submit applications according to the methodical recommendations specified in Item 5 of this provision.

5. For carrying out experiment by the Ministry of Industry and Trade of the Russian Federation in coordination with the federal executive bodies authorized on ensuring carrying out experiment methodical recommendations, including about the following questions affirm:

a) marking by means of identification of goods, including types of the means of identification used in experiment, structure of information specified in means of identification, methods of their forming and drawing;

b) interaction of information system with information systems of participants of experiment;

c) application for participation in experiment and the documents attached to it;

d) registration of participants of turnover of goods in information system;

e) entering of information into information system, including structure of the information provided by participants of experiment;
