About support to the sports organizations

For the purpose of creation of proper, equal and fair conditions for development of physical culture and sport in the Republic of Belarus, optimization of measures for support of the organizations of physical culture and sport:

1. Determine that this Decree regulates questions of support to National Olympic Committee of the Republic of Belarus (further – NOC of Belarus), to public association "Paralympic committee of the Republic of Belarus" (further – Paralympic committee), to federations and sports clubs (further if other is not established, – the sports organizations).

2. Support can be given in the following types:

2.1. provision by legal entities of the free (sponsor's) aid according to the Presidential decree of the Republic of Belarus of July 1, 2005 No. 300 "About the free (sponsor's) aid" taking into account the features established by this Decree;

2.2. provision of privileges on taxes according to this Decree;

2.3. investment with the right to perform without formation of the commercial organizations and (or) participation in them the following types of activity:

lease of objects of private consumption and household goods;

lease of cars;

lease of other machines, equipment and tangible assets;

activities in the field of physical culture and sport;

activities of web portals;

activities of water transport;

activities of the other passenger land carriage which is not included in other groups;

publishing activities;

information and communication;

wholesale and retail trade;

printing activities and provision of services in this area;

hire of other household products and objects of private use;

other activities for the organization of rest and entertainments;

advertizing activities;

leasing (sublease, employment) of own and leasable real estate;

construction;

tourist activities;

services of parkings;

2.4. participation of the state organizations in authorized capital of economic society or provision as a loan money these organizations, the contribution of the state organization to property of economic society which is not leading to increase in its authorized fund and change of the size of the shares (share par value) belonging to his participants;

2.5. obtaining from:

advertisers, being the state organizations, payments for the rendered promotion services in the form of money, other property, including exclusive rights on intellectual property items, and also in work type and services;

the foreign organizations of money, other property, including exclusive rights on intellectual property items, and also works and services;

2.6. provision of subsidies at the expense of means of local budgets;

2.7. provision of subsidies at the expense of means of the republican budget.

3. Receipt of support from the state organizations and (or) at the expense of means republican or local budgets according to Item 2 of this Decree is performed within the most admissible amount of support determined by Council of Ministers of the Republic of Belarus and also according to estimates of federations, sports clubs which are subject to approval:

federations – with the Ministry of Sport;

clubs on game sports – with corresponding regional (Minsk city) executive committee;

clubs on not game sports – with the Ministry of Sport and corresponding regional (Minsk city) executive committee.

The approval (refusal in approval) provided in part one of this Item is performed within 10 working days from the date of submission of the corresponding estimate.

The procedure for approval of estimates of federations and sports clubs is determined by the Ministry of Sport.

4. Federations and sports clubs use the means received in compliance:

with subitems 2.2 and 2.3 of Item 2 of this Decree, on the purposes and the directions determined independently;

with subitems 2.4-2.7 of Item 2 of this Decree, in the directions of expenditure federations and sports clubs of means of support determined by Council of Ministers of the Republic of Belarus;

with subitems 2.6 and 2.7 of Item 2 of this Decree, without regulations and standard rates of material and other providing established for the organizations of physical culture and sport.

5. Federations and sports clubs annually till March 1 submit to the Ministry of Sport the report on use of means of the support got according to Item 2 of this Decree.

6. The Council of Ministers of the Republic of Belarus determines:

the most admissible amount of the support got within calendar year by federations and sports clubs according to subitem 2.1 of Item 2 of this Decree from the state organizations and also according to subitems 2.4 and 2.5 of Item 2 of this Decree. The amount of support for participation of sports clubs in unplanned official international sporting events over the most admissible size can be increased by Council of Ministers of the Republic of Belarus according to the offer of the Ministry of Sport approved with corresponding regional (The Minsk city) executive committee;

the most admissible size of the subsidies received by federations and sports clubs within calendar year according to subitems 2.6 and 2.7 of Item 2 of this Decree;

the most admissible amount of compensation of heads of federations from means of the support got according to subitems 2. 4, 2.5 and 2.7 Items 2 of this Decree;

procedure for issue (payment) and cost of one-time prizes in cash or natural form to athletes of clubs on game sports by results of participation in sports competitions following the results of sports season, the amount of remunerations to the trainers and other specialists who were taking part in sports training of these athletes.

Features of compensation of employees of sports clubs can be established by Council of Ministers of the Republic of Belarus.

7. By results of participation in sports competitions following the results of sports season by the Ministry of Sport can be issued (to be paid) to athletes of clubs on game sports one-time prizes in cash or natural form, remunerations to the trainers and other specialists who were taking part in sports training of these athletes at the expense of the means of the republican budget provided to the Ministry of Sport on these purposes.
