"Provisions of Items 53 - 61 these Regulations do not extend to cases of entering into the Government federal executive bodies of the projects of the regulatory legal acts establishing, changing or canceling mandatory requirements to marking of goods means of identification including to drawing funds of identification for packagings of medicines (except for regulatory legal acts about marking introduction by means of identification concerning goods of industry of economy in which such marking is introduced for the first time), and (or) the measures of responsibility for violation of the specified requirements regulating application. Such drafts of regulatory legal acts are introduced to the Government according to the procedure, established by State commission on counteraction to illicit trafficking in industrial output.".

The Section I of the regulations of State commission on counteraction to illicit trafficking in industrial output approved by the order of the Government of the Russian Federation of July 17, 2015 No. 718 "About approval of regulations of State commission on counteraction to illicit trafficking in industrial output and the regulations of the commission on counteraction to illicit trafficking in industrial output in the subject of the Russian Federation" (Russian Federation Code, 2015, No. 30, Art. 4596), to add with Item 2 (1) the following content:

"2(1). State commission has the right to create subcommittee for consideration of projects of the regulatory legal acts specified in the subitem "з (1)" item 4 of the Regulations on State commission on counteraction to illicit trafficking in industrial output approved by the Presidential decree of the Russian Federation of January 23, 2015 No. 31 "About additional measures for counteraction to illicit trafficking in industrial output", settlements of disagreements on them and determinations of terms of entry into force of such acts.".
