About approval of professional standards in the sphere of the mining and metallurgical industry
According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:
1. Approve:
1) the professional standard "the Digital-technologist in the mining and metallurgical companies" according to appendix 1 to this order;
2) the professional standard "The Manager on Synchronization of Production Processes / the Scheduler/spotter in the Mining and Metallurgical Companies" according to appendix 2 to this order;
3) the professional standard "Developer of Decisions on Safety for Mining and Metallurgical Complex" according to appendix 3 to this order;
4) the professional standard "Casting on the Melted Models" according to appendix 4 to this order;
5) the professional standard "Casting under Pressure" according to appendix 5 to this order;
6) the professional standard "Cast Iron Production" according to appendix 6 to this order;
7) the professional standard "Steel-smelting Production" according to appendix 7 to this order.
2. To provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. Scope of the professional standard: The professional standard "the Digital-technologist in the mining and metallurgical companies" is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and can be applied when forming requirements to the job seeker to employment, forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education, and also to the solution of wide range of tasks in the field of personnel management in the organizations and at the companies.
2. In this professional standard the following terms and determinations are applied:
1) Modbus – the open communications protocol based on architecture the leader. It is widely applied in the industry to the organization of communication between electronic devices;
2) Open Platform Communications Unified Architecture – industry standard of the communications protocol for data exchange between various devices in the automated systems, such as production lines, management systems buildings and other industrial processes;
3) Profibus – the standard of industrial network for ensuring communication between the automated equipment and controllers, such as programmable logical controllers. This standard is widely used in automation of production and processes, and also in other industrial appendices;
4) Python – the high-level, interpreted, interactive and object-oriented programming language;
5) R – programming language for statistical data processing and work with graphics, and also the free program circle of calculations with open source code;
6) Return on Investment or return of investments – the financial indicator used for investment soundness measurement. It shows, how well investments make profit in comparison with their cost. ROI is calculated as the relation between net profit (or loss) from investments and their original cost;
7) Structured Query Language – the declarative programming language applied to creation, modification and data management in the relational database managed by the corresponding database management system;
8) Data analysis – process of systematic application of statistical and/or logical techniques for the description and illustration, compression, cleanings and estimates of data;
9) Big data (Big Data) are structured or unstructured data arrays of large volume. They are processed by means of the special automated tools to use for statistics, the analysis, forecasts and decision making;
10) the Internet of things (Internet of Things) – the concept of data transmission network between physical objects ("things") equipped with the built-in means and technologies for interaction with each other or with external environment;
11) Information technologies are the area connected with use of computers and the software for processing and storage of information and also with data transmission and various forms of electronic communication;
12) Key performance indicators are the numerical indicators expressed in absolute or relative (percentage) values for measurement of effectiveness and efficiency of activity undertakens;
13) Predictive analytics is the field of analytics which uses statistical algorithms, machine training and data modeling for prediction of future events on the basis of historical data;
14) Programming, robotics, artificial intelligence – This sphere includes the various skills connected with development and setup of systems of artificial intelligence, adjustment and setup of robots, development of programs for management of production processes and separate machines;
15) Systems thinking – Ability of the specialist to unite (to generalize) the private facts in overall picture, to build hierarchical levels for understanding of various situations (economic, political, business) and acceptance of long-term decisions. Important quality is the understanding of how change of one element, in consequence, will be reflected in other elements;
16) Statistic analysis is process of collection, processing and interpretation of numerical data with the purpose of detection of regularities, tendencies and interrelations;
17) Project management – planning, the organization and control of resources for achievement of specific purposes of the project within the set restrictions, such as time, budget and quality;
18) Digitalization is change of business processes, cultures and ecosystems of the organization for adaptation to the opportunities given by digital technologies.
