1. Approve the enclosed Rules of commercial accounting of amount of the provided services in water supply and (or) water disposal for the vodopotrebiteleiya which do not have metering devices of water and (or) sewage.

2. Declare invalid the order of the Minister of Industry and construction of the Republic of Kazakhstan of June 13, 2025 No. 208 "About approval of Standard rules of calculation of regulations of consumption of utilities of water supply and (or) water disposal for the water consumers who do not have metering devices" (No. 36304) is registered in the Ministry of Justice of the Republic of Kazakhstan of June 19, 2025.

3. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on the Internet - resource of the Industry ministry and construction of the Republic of Kazakhstan.

4. To impose control of execution of this order on supervising vice-the Minister of Industry and construction of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of commercial accounting of amount of the provided services in water supply and (or) water disposal for the water consumers who do not have metering devices of water and (or) sewage

Chapter 1. General provisions

1. Rules of commercial accounting of amount of the provided services in water supply and (or) water disposal for the water consumers who do not have metering devices of water and (or) sewage (further - Rules) are developed according to Item 7 of article 107 of the Water code of the Republic of Kazakhstan and determine procedure for commercial accounting of amount of the provided services in water supply and (or) water disposal for the water consumers who do not have metering devices of water and (or) sewage.

2. Commercial accounting of amount of the provided services in water supply and (or) water disposal - the quantitative index of amount of consumption of utility resource approved in accordance with the established procedure by local executive bodies is the average daily settlement size of consumption of cold and hot water physical person, applied to calculation of the amount of payment for utility in case of temporary lack of metering devices and in the apartment apartment houses which do not have technical capability for installation of metering devices.

3. Commercial accounting of amount of the provided services in water supply and (or) water disposal is made for the water consumers who do not have metering devices of water and (or) sewage by the organization for water supply and (or) water disposal or other organization performing activities for the signed contract with the owner of water supply systems and (or) water disposal of the settlement.

Chapter 2. Procedure for commercial accounting

4. Commercial accounting is made calculated on the basis of regulations of consumption of utilities on water supply in apartment apartment houses and is calculated proceeding from water consumption on one person in liters per day.

5. The regulation of consumption determines average daily amount of water consumption in residential buildings of similar extent of improvement in case of due technical exploitation of all-brownies of internal water supply systems, uninterrupted water supply and taking into account local climatic conditions.

6. The regulation of consumption of utilities on water supply is established on the basis of statistics of indications of the all-house metering devices of water confirmed by the chairman of consolidation of owners of property or all owners of apartments, non-residential premises in case of direct joint management by either subjects of management of object of condominium or the managing apartment apartment house.

In case of annual exceeding of the actual water consumption by physical persons over the established regulation, the organization for water supply introduces the offer on review of existing rules of consumption calculated according to the statistics these natural measurements in the residential sector in akimat of area, the cities of republican value, the capital.

11. The quantity living in the apartment house at the time of measurements of the actual water consumption is accepted by reconciliation of data of subscription service of the organization for water supply and water disposal and apartment bypass with participation of persons authorized by water consumers.

12. When calculating regulation of consumption of utility for water supply extent of improvement of apartment apartment houses is considered:

1) with centralized hot water supply,

2) with local or autonomous (room) hot water supply.

13. Calculation of regulation of consumption of utilities for water supply in the apartment houses having identical extent of improvement is made on formula:

where Qn.p. - consumption regulation, liter/days of people,

V-average daily total amount of the consumed cold and hot water in the apartment house per day, liter/days,

N-number of the physical persons living in the apartment house, the person.
