2. Declare invalid:

1) the order of the Minister of national economy of the Republic of Kazakhstan of March 31, 2015 No. 292 "About approval of Standard rules of calculation of regulations of consumption of utilities of water supply and (or) water disposal for the water consumers who do not have metering devices" (No. 11017) is registered in the Ministry of Justice of the Republic of Kazakhstan on May 12, 2015;

2) the subitem 2) Item 1 of the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of June 27, 2019 No. 445 "About introduction of amendments to some orders of the Minister of national economy of the Republic of Kazakhstan" concerning the order of the Minister of national economy of the Republic of Kazakhstan of March 31, 2015 No. 292 "About approval of Standard rules of calculation of regulations of consumption of utilities to water supply and (or) water disposal for the water consumers who do not have metering devices" (No. 18940) is registered in the Ministry of Justice of the Republic of Kazakhstan on July 1, 2019.

3. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on the Internet - resource of the Industry ministry and construction of the Republic of Kazakhstan.

4. To impose control of execution of this order on supervising vice-the Minister of Industry and construction of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Standard rules of calculation of regulations of consumption of utilities for water supply and (or) water disposal for the water consumers who do not have water metering devices

Chapter 1. General provisions

1. Standard rules of calculation of regulations of consumption of utilities for water supply and water disposal for the consumers who do not have metering devices (further - Standard rules) according to the subitem 445) of Item 15 of the Regulations on the Industry ministry and the construction of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 864, also determine single procedure of payments of regulations of consumption of utilities by water supply and water disposal for the physical persons living in the apartment apartment houses which do not have metering devices.

2. The regulation of consumption of utilities on water supply - the quantitative index of amount of consumption of municipal resource approved in accordance with the established procedure by local executive bodies is the average daily settlement size of consumption of cold and hot water physical person, applied to calculation of the amount of payment for utility in case of temporary lack of metering devices and in the apartment apartment houses which do not have technical capability for installation of metering devices.

3. In these Standard rules terms and concepts according to the legislation of the Republic of Kazakhstan are used.

Chapter 2. Procedure of payments of regulations of consumption

6. In case of annual excess of the actual water consumption by physical persons over the established regulation, the organization for water supply introduces the offer on review of existing rules of consumption calculated according to the statistics these natural measurements in the residential sector in akimat of area, the cities of republican value, the capital.
