1. The Bank of Russia establishes the following requirements to the documents confirming availability at the license applicant on implementation of mutual insurance (further - the license applicant) own means (capital) in the form of money in currency of the Russian Federation in the amount of, stipulated in Item 3.2 articles 25 of the Law of the Russian Federation of November 27, 1992 No. 4015-I "About the organization of insurance case in the Russian Federation" (further - the Law "About the Organization of Insurance Case in the Russian Federation") and sources of origin of this money:

1.1. The document containing information on forming of own means (capital) of the license applicant in the form of money in currency of the Russian Federation in the amount of stipulated in Item 3.2 articles 25 of the Law "About the Organization of Insurance Case in the Russian Federation", shall be constituted by the license applicant in the standard form determined by appendix to this Instruction for the date which is directly preceding date of submission by the license applicant to the Bank of Russia of documents for receipt of the license for implementation of mutual insurance (further - date of submission of documents).

1.2. The balance sheet of the license applicant shall be constituted by the license applicant in the Balance sheet form 0710001 which sample is provided by appendix No. 3 to the Federal accounting standard of FSBU 4/2023 "Accounting (financial) records" approved by the order of the Ministry of Finance of the Russian Federation of October 4, 2023 No. 157n <1> for the date which is directly preceding date of submission of documents.

1.3. The statements on transactions on the settlement account (settlement accounts) of the license applicant confirming transfer by members of the license applicant of money in currency of the Russian Federation on the settlement account of the license applicant for the purpose of forming of own means (capital) of society of mutual insurance in the amount of stipulated in Item 3.2 articles 25 of the Law "About the Organization of Insurance Case in the Russian Federation", shall be issued by credit institution (credit institutions) concerning which (which) for dates of creation of such statements insolvency proceedings according to the Federal Law of October 26, 2002 No. 127-FZ "About insolvency (bankruptcy)" and (or) liquidation procedures are not initiated, are signed by the representative on signing of documents by credit institution by person and are certified by seal (in the presence) of credit institution (structural division of credit institution, if it authorized credit institution on signing of documents), are created from the date of the first transfer by members of the license applicant of such money before date, directly prior date of submission of documents (inclusive).

1.4. The document containing data on size own means (capital) of the license applicant shall contain information on the size of own means (capital) of the license applicant determined according to technique, established by the regulation of the Bank of Russia providing requirements to financial stability and solvency of insurers, accepted based on the subitem 7 of Item 1 of Article 4. 1, Items 2, 4. 1, 4.2 Articles 25 and Items 2, of the 5th article 26 of the Law "About the Organization of Insurance Case in the Russian Federation", article 20 of the Federal Law of November 29, 2007 No. 286-FZ "About mutual insurance", Item 5 of Article 2, of item 4 of part 2 of article 8 of the Federal Law of November 2, 2013 No. 293-FZ "About actuarial activities in the Russian Federation" (further - the regulation of the Bank of Russia), in the amount of at least stipulated in Item 3.2 articles 25 of the Law "About the Organization of Insurance Case in the Russian Federation" <2>, and also calculations made by the license applicant for determination of size of own means (capital) of the license applicant, information on the assets included by the license applicant in such calculations, confirming compliance of the specified assets to the requirements established by the regulation of the Bank of Russia also shall be constituted by the license applicant for the date which is directly preceding date of submission of documents.
