About approval of standard instructions for labor protection

Based on the paragraph of the fifth of part two of article 9 of the Law of the Republic of Belarus of June 23, 2008 No. 356-Z "About labor protection" and subitem 7.1.5 of Item 7 of the Regulations on the Ministry of Labour and Social Protection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1589, the Ministry of Labour and Social Protection of the Republic of Belarus DECIDES:

1. Approve:

The standard instruction for labor protection under management of mobile lift working platform (is attached);

The standard instruction for labor protection in case of performance of works from working platform of mobile lift working platform (is attached).

2. Recognize invalid:

the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of July 5, 2005 No. 79 "About approval of the Standard instruction for labor protection for the driver managing mobile lift working platform";

the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of July 5, 2005 No. 80 "About approval of the Standard instruction for labor protection for working in working platform of mobile lift working platform";

the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 27, 2011 No. 52 "About modification and amendments in some regulatory legal acts of the Ministry of Labour and Social Protection of the Republic of Belarus concerning labor protection".

3. This resolution becomes effective after its official publication.

The standard instruction for labor protection under management of mobile lift working platform

Chapter 1. General requirements on labor protection

1. This Standard instruction establishes requirements for labor protection under management of mobile lift working platform (further - MPRP).

2. Person which passed according to the procedure, established by the legislation, training in the corresponding profession of the worker, obligatory medical examination, instructing, training, examination concerning labor protection is allowed to management of MPRP (further - the driver).

The drivers who are conforming to the requirements established by part one of this Item, and having group on electrical safety not lower than II are allowed to management of MPRP with the electric drive.

3. The driver in addition to requirements of this Standard instruction shall observe the requirements for labor protection provided by instructions for labor protection for the corresponding profession of the worker and separate work types in case of their accomplishment.

4. In management process of MPRP on the driver impact of the following harmful and (or) dangerous production factors is possible:

the increased dust content and gas contamination of air of the working area;

moving vehicles, machines and mechanisms;

the increased noise level on workplace;

the increased vibration level;

the increased or lowered air temperature of the working area;

insufficient illumination of the working area;

the increased value of tension in electric chain which short circuit can happen through body of the person;

the collapsing designs;

insufficient visibility of the working area;

workplace arrangement at height concerning the Earth's surface (floor) and possibility of fall from height.

Depending on working conditions also other harmful and (or) dangerous production factors can influence the driver.

5. The driver taking into account the harmful and (or) dangerous production factors influencing him is provided with individual protection equipment according to standard regulations of free issue to workers of individual protection equipment.

6. The driver shall:

observe requirements for labor protection, and also rules of conduct in rooms, in the territory of the organization;

care for personal security and personal health, and also for safety of people around in the course of performance of works or in the time spent for the territory of the organization;

to immediately report to the direct head (person responsible for safe works of MPRP) or other authorized officer of the employer about any situation, life-endangering or to health working and surrounding, the accident which happened on production to render assistance to the employer in taking measures to rendering necessary assistance to the victims and their delivery in the organization of health care;

fulfill the regulations and obligations on labor protection provided by the collective agreement, the agreement, the employment contract, employment policies and procedures, the work instruction, process charts and other documents;

render assistance and cooperate with the employer in providing healthy and safe working conditions;

to immediately inform the direct head (person responsible for safe works of MPRP) or other authorized officer of the employer (person responsible for content of MPRP in good repair) on defect of MPRP, the tool, devices, remedies, on deterioration in condition of the health and lack of individual protection equipment;

use and to correctly apply individual protection equipment;

fulfill other duties, stipulated by the legislation about labor protection.

7. It is necessary for the driver:

7.1. follow instructions of person responsible for content of MPRP in good repair, and persons responsible for safe works of MPRP;

7.2. nobility:

the device, key parameters of the used MPRP, the factors influencing stability, the reasons of loss of its stability;

value of the signals given in the course of work or movement of MPRP;
