In pursuance of subitem 4.2 of item 4 of the Presidential decree of the Republic of Belarus of November 17, 2020 "About increase in efficiency and quality of rule-making activities" and based on part five of article 25 of the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information security" the Council of Ministers of the Republic of Belarus DECIDES: No. 415
1. Determine that:
1.1. since July 1, 2025 regulatory legal acts (their projects) of the republican state bodies and other organizations subordinated to the Government of the Republic of Belarus regional and Minsk city Councils of deputies, regional and Minsk city executive committees, local councils of deputies, executive and administrative organs of basic territorial level are sent for approval, for conducting obligatory legal examination, are vised, signed, accepted, and also go for inclusion in the National register of legal acts of the Republic of Belarus and official publication by means of the automated information system on ensuring rule-making process (AIS "Rule-making") (further if other is not established, - AIS "Rule-making");
1.2. since October 1, 2025 drafts of resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus are sent for approval, for conducting obligatory legal examination, criminological and other examinations, and also are introduced in Council of Ministers of the Republic of Belarus for their vising, signing, go for inclusion in the National register of legal acts of the Republic of Belarus and their official publication by means of AIS "Rule-making".
Action of part one of this subitem does not extend to cases of introduction of drafts of resolutions of Council of Ministers of the Republic of Belarus for consideration of the Head of state through Administration of the President of the Republic of Belarus;
1.3. since January 1, 2026 rule-making activities of state bodies, other organizations are performed by means of AIS "Rule-making" in full, including concerning bills and drafts of legal acts of the Head of state.
According to the decision of state body, other organization by means of AIS "Rule-making" preparation and adoption (edition) of substandard legal acts which do not belong to the acts specified in part one of subitem 1.2 of this Item and part one of this subitem can be performed;
1.4. stages of rule-making process concerning legal acts (their projects) which preparation is begun before functioning of AIS "Rule-making" according to the terms determined in subitems 1.1-1.3 of this Item come to the end in the automated information system providing forming of the National register of legal acts of the Republic of Belarus;
1.5. requirements of subitems 1.1-1.3 of this Item are not applied by preparation and adoption (edition) of the legal acts containing the state secrets or office information of limited distribution, and also in exceptional cases in case of impossibility of use of AIS "Rule-making" for technical reasons.
2. Approve Regulations on procedure for functioning of the automated information system on ensuring rule-making process (AIS "Rule-making") it (is applied).
3. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix.
the resolution of Council of Ministers of the Republic of Belarus of December 29, 2020 No. 770 "About the automated information system providing forming of the National register of legal acts of the Republic of Belarus";
subitem 1.19 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of June 28, 2024 No. 453 "About change of resolutions of Council of Ministers of the Republic of Belarus".

6. This resolution becomes effective in the following procedure:
Items 2 and 3 - since July 1, 2025;
item 4 - since January 1, 2026;
other provisions of this resolution - after its official publication.

In exceptional cases in case of impossibility of use of AIS "Rule-making" or AIS NRPA for technical reasons regulatory legal acts are presented in the form of electronic documents or electronic copies by means of system of interdepartmental electronic document management of state bodies of the Republic of Belarus (further - SMDO).
