1. This Instruction determines procedure and conditions of compensation by employers to committee on work, employment and social protection of the Minsk city executive committee, managements (departments) of work, employment and social protection of city, district executive committee (further - bodies for work, employment and social protection) costs for development of contents of the educational program of retraining of working (employees), the educational program of retraining of the leading employees and specialists having the higher education, the educational program of retraining of the leading employees and specialists having secondary vocational education, the educational program of retraining of drivers of motorized vehicles, self-propelled machines, the educational program of advanced training of working (employees), the educational program of advanced training of leading employees and specialists the educational program of advanced training of drivers of the motorized vehicles, self-propelled machines (further - retraining or advanced training) the unemployed from number of persons employed dismissed by employers in connection with reducing number or staff of workers (further - the unemployed from among released workers).
2. Employers completely compensate to bodies for work, employment and social protection of costs for retraining or advanced training of the unemployed from among released workers, second or pole of Item 2 of the Regulations on procedure for compensation of actual costs of the bodies for work, employment and social protection connected with the organization of the training approved by the resolution of Council of Ministers of the Republic of Belarus of June 9, 2025 No. 312, provided that the worker within five years preceding dismissal did not undergo the retraining or advanced training specified in paragraphs (except for persons working by the professions of workers rated according to the 1st and 2nd categories and which are not requiring professional training and also workers who for date of dismissal before achievement of generally established retirement age had no more than five years).
3. Bodies for work, employment and social protection by results of retraining or advanced training of the unemployed from among released workers send to the employer's address the written notice with indication of:
surnames, own name and middle name (if that is available) jobless, released this employer and finished retraining or advanced training in the direction of bodies for work, employment and social protection;
received by results of retraining or advanced training of profession of the worker, the specialty appropriated to qualification, the corresponding category on the right of control of the motorized vehicle, the self-propelled machine;
period, term, place of training;
the amounts of actual costs of the bodies for work, employment and social protection connected with the organization of retraining or advanced training of the unemployed from among released workers;
bank details and postal address of body for work, employment and social protection.
4. The employer within a month from the date of receipt of the notification compensates costs of bodies for work, employment and social protection for retraining or advanced training of the unemployed from among released workers.
5. In case of refusal the employer from cost recovery on retraining or advanced training of the unemployed from among released workers in voluntary procedure these costs are collected by bodies for work, employment and social protection judicially.
6. The means which arrived to bodies for work, employment and social protection according to items 4 and the 5th this Instruction on account of cost recovery, connected with the organization of retraining or advanced training of the unemployed from among released workers, are listed according to the budget legislation.
