About approval of the Management program water resources and developments of the irrigational sector in the Republic of Uzbekistan for 2025 - 2028

For the purpose of consecutive realization of the tasks determined by presidential decrees of the Republic of Uzbekistan of July 10, 2020 No. UP-6024 "About Approval of the Concept of Development of Water Economy of the Republic of Uzbekistan for 2020 - 2030" and of September 11, 2023 No. UP-158 "About Strategy "Uzbekistan - 2030", and also I decide ensuring achievement of the main target indicators:

I. Purposes

1. Determine the main target indicators of program implementation of water resources management and development of the irrigational sector in the Republic of Uzbekistan for 2025 - 2028 (further - the Program):

(a) reconstruction of the site of 2 551 km of irrigational networks, annual allocation for these purposes 1,3 of trillion sum from the Government budget and development of 300 million US dollars from means of the international financial institutions suffices;

(b) replacement on modern energy saving obsolete 562 pumps and 578 electric motors of the pumping points which are on balance of the Ministry of water economy and also reducing their annual expense of the electric power with 6,8 of one billion kW/hours to 6,2 of one billion kW/hours;

(c) reducing amount of the irrigated areas with the low level of water supplies of 424 thousand hectares up to 276 thousand hectares;

(d) realization in 2025 according to the procedure of experiment of projects of installation of alternative energy sources and the energy saving equipment on 15 pumping points of system of the Ministry of water economy;

(e) finishing amount of the squares on which water saving technologies, with 2,1 of one million hectares to 3,5 of one million hectares, including amount of the areas on which the technology of drop irrigation, from 560 thousand hectares to 853 thousand hectares is implemented are implemented;

(g) reducing amount of the salted areas from 1 898 thousand hectares to 1 732 thousand hectares, including average and silnozasolenny - from 578 thousand hectares to 460 thousand hectares;

(h) reducing amount of the irrigated land with the critical level of ground waters (0 - 2 meters) from 893 thousand hectares to 775 thousand hectares;

(i) repeated introduction into circulation of 67 thousand hectares of the irrigated land which left agricultural turnover in total by construction and reconstruction of irrigational and meliorative objects.

II. Digitalization of the sphere

2. To the ministry of water economy jointly with Audit Chamber and the Ministry of digital technologies to take measures on:

(a) to implementation of single system of online accounting of water on especially important water management objects for the purpose of ensuring the most complete accounting on water consumption in the republic, at the same time on installation and integration into the centralized database at least 300 digital water measuring devices giving opportunity of tracking of amount of intake of water on Frontier in real time in 2025-2026;

(b) to implementation of conducting monitoring of accounting of consumption of water on 12 080 meliorative observation wells on the basis of digital technologies and to maintaining online monitoring of accounting of consumption of water on 1 750 pumping aggregates in system;

(c) to transfer into automated management on the basis of digital technologies of 12 large water management objects;

(d) to expense reduction on the objects transferred to private partnership for 15 percent by transfer of water management objects to management to private sector on the terms of public-private partnership.

III. Organizational measures

3. Approve the Management program by water resources and developments of the irrigational sector in the Republic of Uzbekistan for 2025 - 2028 according to appendix No. 1 *, providing:

(a) ensuring execution of the measures, target indicators and parameters determined by the Concept of development of water economy of the Republic of Uzbekistan for 2020 - 2030 and Strategy "Uzbekistan - 2030";

(b) implementation of measures, the water resources directed to rational use and increase in cost efficiency in industries with high consumption of water (according to appendices No. No. 1 - 18 * to the Program).

4. Approve:

(a) structure of Republican water council of coordination of works on rational management, effective use and protection of water resources (further - Republican water council) according to appendix No. 2 *;

(b) the main objectives of Republican water council according to appendix No. 3*.

5. To provide to the ministry of water economy together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas, and also other interested ministries and departments:

(a) wide use of modern information and communication technologies in case of assessment and conducting monitoring of meliorative condition of the irrigated lands;

(b) use power - and other resource-saving technologies in case of development of the design estimates of irrigational and meliorative actions within forecast indicators according to appendices No. No. 2 *, 3 *, 13 *, 14 * to the Program;

(c) timely achievement of the forecast indicators determined by this resolution.

6. Determine that Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas bear responsibility for forming of programs of repair and reconstruction of meliorative objects, and also ensuring accomplishment of the actions established by them according to appendix No. 14 * to the Program.

7. To the ministry of water economy together with the Department of Energy till the end of 2025 to take measures for project implementation of installation of alternative energy sources (solar panels) and the energy saving equipment on 15 pumping points according to appendix No. 7 * to the Program.

At the same time to the Department of Energy together with Inspectorate for control of use of electrical energy, oil products and gas under the Cabinet of Ministers to take measures for transfer to single electric utility system of the electric power developed from alternative energy sources on the specified pumping points.

8. Determine that:

(a) installation of devices of alternative energy sources according to appendix No. 7 * to the Program is performed at the expense of the saved part of the funds allocated from the Government budget in 2025 to pumping points of system of the Ministry of water economy for expenses on the electric power;

(b) installation of the energy saving equipment is financed by the funds allocated from the Government budget in 2025 to the Ministry of water economy for the above-stated actions.

9. To the ministry of water economy till October 1, 2025:

(a) together with the Department of Energy to make in the Cabinet of Ministers the offer on installation of devices of alternative energy sources (solar panels) annually at least on 20 pumping points in 2026 - 2028;
