About approval of the Concept of development of water economy of the Republic of Uzbekistan for 2020 - 2030

In recent years consecutive reforms on effective use of land and water resources, enhancement of management system, upgrade and development of objects of water economy are implemented by water resources.

At the same time in connection with global climate change, growth of population and industries of economy, annual increase in their need for water, deficit of water resources amplifies from year to year.

The spent annual average amount of water makes 51 - 53 billion cubic meters, including percent 97,2 - from the rivers and Sai, percent 1,9 - from collector networks, percent 0,9 - from underground sources, was reduced in relation to the allocated water intake limit by 20 percent.

For the purpose of stable water supply of the population and all industries of economy of the republic in 2020 - 030 years, improvements of meliorative condition of the irrigated lands, widespread introduction of the market principles, mechanisms and digital technologies in water economy, ensuring reliable work of objects of water economy, and also increase in efficiency of use of land and water resources:

1. Approve:

The concept of development of water economy of the Republic of Uzbekistan for 2020 - 2030 (further - the Concept) according to appendix No. 1;

"Road map" on realization in 2020 - 2022 of the tasks determined in the Concept of development of water economy of the Republic of Uzbekistan for 2020 - 2030 according to appendix No. 2.

2. Determine the priority directions of the Concept:

enhancement of forecasting and accounting of water resources, systems of forming and ensuring transparency of the database;

upgrade and development of objects of water economy (except for drinking water and system of sewage), management automation by large objects of water economy on the basis of digital technologies, widespread introduction of the modern technologies allowing to save the electric power and other resources, broad attraction to the sphere of foreign investments, and also ensuring purposeful and effective use of the allocated funds;

safety and reliable operation of water storage basins, flood water storage basins and other objects of water economy;

enhancement of management system water resources, implementation of Smart Water technology ("Smart water") and similar digital technologies in accounting of water use and water consumption;

further expansion of implementation of water saving technologies of irrigation in cultivation of crops, their state stimulation, attraction of foreign investments and grants to this sphere;

improvement of meliorative condition and ensuring stability of the irrigated lands, rendering assistance in increase in fertility of lands, use of effective technologies for decrease in level and the prevention of salinization of soils;

implementation of the principles of market economy in water economy, including systems of step-by-step compensation by water consumers of part of delivery costs of water with the direction of the arrived funds for timely high-quality repair, recovery and implementation of digital technologies in objects of water economy and effective management of them;

implementation of public-private partnership and outsourcing in water economy, transfer of separate objects of water economy to use to farms, clusters and other organizations with the direction of the saved funds for upgrade of objects of water economy, compensation and stimulation of workers;

implementation of the principles of the integrated water resources management, secured provision of the population water, stable water supply of industries of economy, improvement of quality of water and preserving ecological balance of the environment;

development of the interstate relations concerning use of transboundary water resources, development and promotion of mutually acceptable mechanisms of joint management of water resources and the programs of effective water use providing balance of interests of the countries of Central Asia;

training of qualified personnel for the sphere of water economy, enhancement of system of increase in workers, development of mutual cooperation of education, sciences and productions, and also implementation of achievements of science and know-how in production.

Determine that the step-by-step realization of the Concept is enabled by means of the strategies of development for water economy of the Republic of Uzbekistan approved each three years proceeding from the priority directions, and also target parameters and indicators for the corresponding period.

3. To provide to the ministry of water economy of the Republic of Uzbekistan by realization of the priority directions determined in the Concept achievement till 2030 of the following indicators:

increases in efficiency of irrigation systems from 0,63 to 0,73;

reduction of the area of the irrigated land with the low level of water supply of 560 thousand hectares up to 190 thousand hectares;

reduction of the salted irrigated land by 226 thousand hectares;

reduction of annual amount of electric power consumption by pumping points of system of the Ministry of water economy for 25 percent;

installations of devices of measurement and control of Smart Water water ("Smart water") on all objects of irrigational system with implementation of digital technologies in water accounting process;

automation of processes of management of water on 100 large objects of water economy;

bringing total area of the lands covered by water saving technologies in case of irrigation of crops to 2 million hectares, including technologies of drop irrigation - to 600 thousand hectares;

realization in water economy of 50 projects on the basis of the principles of public-private partnership.

4. To the ministry of water economy of the Republic of Uzbekistan:

a) in a month for the purpose of full and timely implementation of the tasks provided by this Decree to create responsible management numbering 4 established posts within the total extreme number of the workers allocated to the organizations in system of water economy, financed from the republican budget with involvement of foreign specialists.

Determine that involvement of foreign experts is performed by extrabudgetary funds of the ministry, and also grants and means of technical assistance of the international financial institutions;

b) make in accordance with the established procedure offers within the annual regulations established for external public debt in case of attraction of financial resources of the international financial institutions and foreign government financial institutions when forming projects of development of water economy;

c) following the results of every year to enter information on efficiency of the projects realized at the expense of the raised funds of the international financial institutions and foreign government financial institutions in the Cabinet of Ministers of the Republic of Uzbekistan.

5. Permit to transfer on the terms of public-private partnership functions of the Ministry of water economy of management of objects of water economy, clusters located on lands which took these agricultural sowing lands on the balance on the basis of direct negotiations.

To the ministry of water economy together with Agency on development of public-private partnership under the Ministry of Finance of the Republic of Uzbekistan in three-months time to introduce in the Cabinet of Ministers the list of the objects of water economy which are on balance of the Ministry of water economy, transferred to private sector on the terms of public-private partnership.

6. Determine that the means saved due to step-by-step reducing energy consumption of pumping points of system of the Ministry of water economy, implementation of the principles of market economy, outsourcing and mechanisms of public-private partnership in agricultural industry go for upgrade of water management constructions, enhancement of material and technical resources and step-by-step pay increase of work of employees of the water management organizations.

7. To the ministry of water economy together with the Ministry of the higher and secondary vocational education and the Ministry of Finance of the Republic of Uzbekistan till October 1, 2020 to make the offer on enhancement of system of advanced training of heads and specialists of water supply system in the Cabinet of Ministers, at the same time to take criteria into account:

specific determination of forms, procedure and stages of the organization of processes of continuous advanced training, and also financing source;

continuous advanced training and carrying out certification of leading employees of water economy, implementation in practice of the system of continuous advanced training giving them opportunity of professional self-development on permanent basis.

8. Recommend to chambers of Oliy Majlis of the Republic of Uzbekistan:

establishment of parliamentary and public control over timely and effective implementation of the Concept;

ensuring annual hearing at meetings of the Senate, Legislative house and, respectively, the Jokargi Kenes of the Republic of Karakalpakstan and Kengasha of People's Deputies of areas of information of the ministries and departments, and also Council of Ministers of the Republic of Karakalpakstan and hokim of areas about the done work.
