RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of optimization of activities of the central executive bodies in the sphere of management of exclusion zone

Cabinet of Ministers of Ukraine decides:

1. Assign to function Department of Energy on ensuring forming of state policy in the sphere of management of exclusion zone and zone of unconditional (obligatory) settling out, overcoming consequences of the Chernobyl catastrophic crash, removal from operation of the Chernobyl NPP and transformation of object "Shelter" in ecologically safe system, and also implementation of public administration in the sphere of the treatment of radioactive waste at stage of their long-term storage and burial.

2. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

3. According to part six of Article 23 of the Budget code of Ukraine to transfer to the Department of Energy the budget settings provided in 2025 to the Ministry of environment protection and natural resources according to such budget programs according to which executive in charge is the State agency on management of exclusion zone:

2708010 "Management and management of activities in exclusion zone" in the amount 31797, 1 thousand hryvnias provided in the general fund of the government budget (consumption expenses - 31797, 1 thousand hryvnias, from them compensation - 23833, 8 thousand hryvnias, utilities and energy carriers - 618, 8 thousand hryvnias);

2708070 "Radiological protection of the population and ecological improvement of the territory which underwent to radioactive pollution" in the amount 44813, of 6 thousand hryvnias provided in the general fund of the government budget (development expenses - 44813, 6 thousand hryvnias);

2708080 "Preserving ethnocultural heritage of regions, victims of consequences of the Chernobyl catastrophic crash" in the amount 9494, 6 thousand hryvnias provided in the general fund of the government budget (consumption expenses - 9054, 4 thousand hryvnias, from them compensation - 6423, 5 thousand hryvnias, utilities and energy carriers - 710, 7 thousand hryvnias, development expenses - 440, 2 thousand hryvnias);

2708090 "Performance of works in the sphere of the treatment of radioactive waste of non-nuclear cycle, construction of the Vector complex and operation of its objects" in the amount 670533, 2 thousand hryvnias provided in special fund of the government budget (development expenses - 670533, 2 thousand hryvnias);

2708110 "Maintenance of ecologically safe condition in exclusion zones and unconditional (obligatory) settling out" in the amount 432786, 1 thousand hryvnias provided in the general fund of the government budget (consumption expenses - 49106, 1 thousand hryvnias, from them payment of work-32555,6 of one thousand hryvnias, utilities and energy carriers - 1374, 7 thousand hryvnias, development expenses - 383680 thousand hryvnias);

2708120 "Support in safe condition of blocks and object "Shelter" and actions for removal from operation of the Chernobyl NPP" in the amount 1517389, 2 thousand hryvnias provided in the general fund of the government budget (development expenses - 1517389, 2 thousand hryvnias).

4. Provide:

To the ministry of finance determinations of codes to which budget settings, the stipulated in Item 3 presents of the resolution, and entering of corresponding changes into list of the government budget are transferred;

To the state treasurer service transfer of budgetary funds according to the transferred budget settings.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. Item 6 of the Section III of the scheme of the direction and coordination of activities of the central executive bodies by the Cabinet of Ministers of Ukraine through the corresponding cabinet ministers of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of September 10, 2014 No. 442 "About optimization of system of the central executive bodies" (The Official Bulletin of Ukraine, 2014, No. 74, Art. 2105; 2019, No. 86, Art. 2898; 2020, No. 45, the Art. 1449) to add with the paragraph of the following content:

"The state agency of Ukraine on management of exclusion zone".

2. In Regulations on the State agency of Ukraine on management of exclusion zone approved by the resolution of the Cabinet of Ministers of Ukraine of October 22, 2014 No. 564 (The Official Bulletin of Ukraine, 2014, No. 86, Art. 2434; 2020, No. 59, Art. 1853):

The subitem 1 of item 4 to add 1) with the paragraph of the following content:

"approves establishment of payment for visit of the territories and objects of natural and reserved fund to the organizations of natural and reserved fund formed in exclusion zone, zone of unconditional (obligatory) settling out;";

Item 1 to add 1) with the paragraph of the following content:

"forming of state policy in the sphere of management of exclusion zone and zone of unconditional (obligatory) settling out, overcoming consequences of the Chernobyl catastrophic crash, removal from operation of the Chernobyl NPP and transformation of object "Shelter" in ecologically safe system, and also implementation of public administration in the sphere of the treatment of radioactive waste at stage of their long-term storage and burial (further - the treatment of radioactive waste).";

Item 3 to add 2) with the subitem 6 of the following content:

"6) ensuring forming of state policy in the sphere of management of exclusion zone and zone of unconditional (obligatory) settling out, overcoming consequences of the Chernobyl catastrophic crash, removal from operation of the Chernobyl NPP and transformation of object "Shelter" in ecologically safe system, and also implementation of public administration in the sphere of the treatment of radioactive waste.";

Item 4 to add 3) with subitems 61-11 and 61-12 of the following content:

"61-11) provides normative legal regulation, namely develops drafts of regulatory legal acts, issues regulatory legal acts within the powers provided by the law in the sphere of the treatment of radioactive waste, overcomings consequences of the Chernobyl catastrophic crash on questions:

management of exclusion zone and zone of unconditional (obligatory) settling out;

assignment of means in the State fund of the treatment of radioactive waste and determination of procedure for their use;
