1. Approve the enclosed Rules of maintaining the National catalog of goods, and also registration of goods in it.

2. To provide to department of digital transformation and marking of goods of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan;

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining the National catalog of goods, and also registration of goods in it

Chapter 1. General provisions

1. These rules of maintaining the National catalog of goods, and also registration of goods in it (further - Rules) are developed according to subitem 15-12) of article 7 of the Law of the Republic of Kazakhstan "On regulation of trading activity" and determine procedure for maintaining the National catalog of goods, and also registration of goods in it.

2. In these rules the following basic concepts are used:

1) authorized body in the field of health care - the central executive body performing management and cross-industry coordination in the field of protection of public health of the Republic of Kazakhstan, medical and pharmaceutical science, medical and pharmaceutical education, sanitary and epidemiologic wellbeing of the population, drug circulation and medical products, qualities of rendering medical services (help);

2) global identification number (Global Trade Item Number, further - commodity code (GTIN)) - the number assigned to group of goods by national (regional) division of the international organization in the field of standardization of accounting and bar coding of logistic units of GS1 according to standards of this organization GS1, for the purpose of its unambiguous identification in world economic space, and used as commodity code in the National catalog of goods.

3) means of identification - the unique sequence of symbols in machine-readable form presented in barcode type, or which is written down on radio-frequency tag, or provided with use of other means (technology) of automatic identification;

4) the Single operator of marking and traceability of goods (further - the Single operator) - the state company, joint-stock company, limited liability partnership, more than fifty percent of voting shares (shares in the authorized capital) which directly or indirectly belong to the state, performing development, administration, maintenance and operational support of information system of marking and traceability of goods, including development, maintaining and updating of the National catalog of goods, and other functions, stipulated by the legislation the Republic of Kazakhstan;

5) the National catalog of goods - the information resource developed by the Single operator, which is containing the single product range and obligatory to use as the reference book of goods when implementing processes of marking and traceability of goods in the Republic of Kazakhstan, including characteristics of goods, codes of the commodity nomenclature of foreign economic activity and other values;

6) GS1-the international organization in the field of standardization of accounting and bar coding of logistic units.

Chapter 2. Procedure for maintaining the National catalog of goods, and also registration of goods in it

3. The national catalog of goods is kept electronically, in the Kazakh and Russian languages.

4. The single operator provides smooth functioning of the National catalog of goods, except as specified technology breaks for work on updating of the National catalog of goods.

5. Updating of the National catalog of goods is performed by the Single operator on the basis of the information provided by subjects of trading activity.

6. The goods specified in the Inventory, subject to marking, No. 343-HK approved by the order of the acting minister of trade and integration of the Republic of Kazakhstan of September 27, 2024 are subject to registration in the National catalog of goods (it is registered in the Register of state registration of regulatory legal acts No. 35129).

7. The subjects of trading activity performing marking of goods means of identification register goods in the National catalog of goods by filling of the electronic registration form of goods (further - electronic form) created by the National catalog of goods on each commodity group separately.

8. For registration of goods in the National catalog of goods subjects of trading activity which perform marking of goods means of identification provide the following information:

1) on tobacco products - the data specified in Item 17 of Rules of marking and traceability of the tobacco products means of identification approved by the order of the Minister of Finance of the Republic of Kazakhstan of September 28, 2020 No. 927 (it is registered in the Register of state registration of regulatory legal acts No. 21302);

2) on shoe goods - the data specified in Item 15 of Rules of marking and traceability of the shoe goods approved by the order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of September 30, 2021 No. 518 (it is registered in the Register of state registration of regulatory legal acts No. 24624).
