About urgent measures for the organization of effective management of state-owned companies and development of digital and telecommunication infrastructure of the Kyrgyz Republic

For the purpose of approbation of the public relations directed to the organization of effective management, creation of conditions for further enhancement of digital transformation taking into account permanent technological changes and increase in efficiency of activities of some business entities with the state share, development of electric communication and streamlining of activities in the field of data transmission for the international transit, traffic on the communication links passing on the territory of the Kyrgyz Republic according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Enter from August 15, 2025 to August 14, 2026 the aprobatsionny mode on establishment in the territory of the Kyrgyz Republic of temporary 100 percent state monopoly for delivery and provision of the international Internet traffic.

2. For the period of action of the aprobatsionny mode:

To provide 1) to Elkat limited liability company exclusive right on delivery and provision of the international Internet traffic;

2) to determine Elkat limited liability company the single operator on:

- to delivery and provision of the international Internet traffic to the territory of the Kyrgyz Republic;

- to the omission of the international transit of Internet traffic across the territory of the Kyrgyz Republic.

3. In two-month time to transfer to the operators of telecommunication and/or operators of data transmission performing delivery and/or transit of the international Internet traffic across the territory of the Kyrgyz Republic to Elkat limited liability company all current contracts on acquisition of the international Internet traffic for forming of conditions of cooperation.

4. To the Cabinet of Ministers of the Kyrgyz Republic:

1) in accordance with the established procedure to transfer 100 percent share of the authorized capital in Aknet limited liability company in Elkat limited liability company;

2) to take the necessary measures following from this Decree.

5. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This Decree becomes effective from the date of official publication.
