Based on parts (1) and (2) the Art. 14, the item 4) parts (1) the Art. 15, parts (12) the Art. 17, parts (5) the Art. 19, parts (3) the Art. 21, parts (1) Art. 23-1, of parts (3), (4), (5) and (7) the Art. 27, parts (5) and (6) the Art. 30, parts (7) Art. 52-4, of the Art. 84, parts (1) Art. 91 and the item c) parts (1) Art. 94 of the Law on payment services and electronic money No. 114/2012 (Monitorul Oficial al Republicii Moldova, 2012, No. 193-197, the Art. 661), with subsequent changes, the Executive committee of National Bank of Moldova DECIDES:

1. Approve regulations about audit of non-bank payment service providers it (is applied).

2. Statements and documents submitted to National Bank of Moldova and not permitted on the date of entry into force of this resolution are considered and decide according to provisions of the regulations specified in Item 1, provided that they are filled by non-bank payment service providers within no more than 30 days from the date of entry into force of this resolution. The statement and documents are considered according to the term established in Item 13 of Regulations, specified in Item 1, estimated from the moment of provision of complete document package. If the statement and documents attached to it are not completed in the specified time, the National Bank of Moldova informs the applicant on the termination of ministerial procedure.

3. In the Resolution of Executive committee of National Bank of Moldova No. 11/2024 on approval of Regulations on licensing and registration of payment societies, the societies issuing electronic money and suppliers of post services as payment service providers and/or issuers of electronic money (Monitorul Oficial al Republicii Moldova, 2024, No. 36-39, the Art. 89) registered in the Ministry of Justice at No. 1904 of January 19 2024, to make the following changes:

3.1. In Item 3 "05.08.2024" to replace the text with the text "01.02.2025";

3.2. In appendix:

3.2.1. In Item 34 of "Regulations about shares in non-bank payment service providers No. 197/2023" to replace the text with the text of "The regulations about shares in non-bank payment service providers approved by the Resolution of Executive committee of National Bank of Moldova No. 9/2024";

Regulations about audit of non-bank payment service providers

Chapter I. General provisions

1. The regulations about audit of non-bank payment service providers (further - regulations) establish normative basis of implementation of financial records audit of non-bank payment service providers, namely: requirements to the subject of audit, including procedure for the message and documentation between the auditor subject, National Bank of Moldova and non-bank payment service providers, approval method and withdrawal of approval of the subject of audit.

The concepts and expressions used in these regulations have the values provided by the Law on payment services and electronic money No. 114/2012 (further - the Law No. 114/2012), Regulations about licensing and registration of payment societies, the societies issuing electronic money, and suppliers of post services as payment service providers and/or issuers of electronic money, the approved Resolution of Executive committee of National Bank of Moldova No. 11/2024 and the Law on financial records audit No. 271/2017 (further - the Law No. 271/2017). Also for the purposes of these regulations the following concepts and reducings are used:

2.1. ACCA (Association of Chartered Certified Accountants) - Association of the diplomaed certified public accountants;

2.2. ACCA Qualification - the Diplomaed certified public accountant, qualification the appropriated ACCA;

2.3. CAP (Certified Accountant Practitioner) - The certified expert accountant;

2.4. CIPA (Certified International Professional Accountant) - The certified international professional accountant;

2.5. Accounting standards - matters, determined in Art. 3 of the Law on financial accounting and the financial reporting No. 287/2017;
