About approval of Professional standards in the sphere of mechanical engineering of the Industry ministry and construction of the Republic of Kazakhstan

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" PRIKAZYVAYU:

1. Approve:

1) the professional standard "Operation of Machines and the Equipment in the Industry" according to appendix 1 to this order;

2) professional standard "Production of metal products: radiators and coppers of central heating, tanks, reservoirs, boilers (except coppers of central heating), metal barrels, the sanitary equipment, chains and springs" according to appendix 2 to this order;

3) the professional standard "Production Metallo-and Woodworking Tool" according to appendix 3 to this order.

2. To provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on the Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard "Operation of Machines and the Equipment in the Industry"

Chapter 1. General provisions

1. Scope of the professional standard: the professional standard "Operation of Machines and the Equipment in the Industry" is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", establishes requirements to forming of educational programs, including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of personnel management in the organizations and at the companies performing activities in the sphere of processing industry.

2. In this professional standard the following terms and determinations are applied:

1) the aggregate – set of number of the machines, mechanisms, devices and constructions connected by single engineering procedure and intended for joint effective operation;

2) detail – the product made as single whole;

3) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

4) the machine – complex of the mechanisms intended for accomplishment of the useful work connected with production process, either transportations, or energy transformations;

5) installation – type of the assembly transactions which are carried out with use of hoisting machines and lifting devices, and devices for the purpose of installation of product into place;

6) adjustment – set of transactions on preparation, the equipment, regulation and setup of the machine (the device, the device) aimed at providing its work in the set conditions throughout certain time (hour, change, days, time of firmness of the tool or processing of kit of parts, etc.);

7) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

8) the equipment – all types of technological aggregates, machines, mechanisms and other objects with the metalwork relating to them, pipelines, lining, etc. participating in production process by accomplishment of these or those technological functions;

9) commissioning – complex of the works performed during preparation and carrying out individual testing and complex approbation of the equipment;

10) repair – complex of technological transactions and organizational actions for maintenance, serviceability and resource of object and/or its components;

11) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

12) maintenance – complex of technological transactions and organizational actions for maintenance of working capacity or serviceability of object in case of proper use, expectation, storage and transportation;

13) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

14) skill level – set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;

15) operation – set of all phases of existence of the equipment from the moment of its capture on balance sheet accounting and before write-off, including storage periods, transportations by the consumer, uses.

3. In this professional standard the following reducings are applied:

1) ASUP – automated control system;

2) SAPR – the computer-aided engineering system;

3) KS – Job evaluation catalog;

4) ETKS – Single wage rate book of works and professions of workers;

5) ORK – Industry frame of qualification;

6) THAT and P – maintenance and repair;
