About approval of Rules of restriction of giving (delivery) and gas offtake

(as amended of the Order of the Government of the Russian Federation of 27.10.2025 No. 1670)

According to article 8 of the Federal law "About Gas Supply in the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of restriction of giving (delivery) and gas offtake.

2. Recognize invalid:

the order of the Government of the Russian Federation of November 25, 2016 No. 1245 "About procedure for restriction of giving (delivery) and gas offtake, about change and recognition voided some acts of the Government of the Russian Federation" (The Russian Federation Code, 2016, No. 49, the Art. 6911);

Item of 8 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of July 26, 2018 No. 875 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2018, No. 32, the Art. 5337);

Item of 3 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of February 14, 2020 No. 144 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2020, No. 8, the Art. 1007);

the order of the Government of the Russian Federation of April 10, 2020 No. 480 "About modification of Item 9 of Rules of restriction of giving (delivery) and gas offtake" (The Russian Federation Code, 2020, No. 16, the Art. 2592).

3. In the order of the Government of the Russian Federation of December 31, 2020 No. 2467 "About approval of the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts, separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, the decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" (The Russian Federation Code, 2021, No. 2, Art. 471 are not applied; 2024, No. 25, Art. 3505; No. 33, Art. 5163; No. 38, Art. 5651; No. 40, Art. 5981; No. 42, Art. 6257; No. 44, Art. 6619; No. 50, Art. 7744; 2025, No. 6, Art. 439; No. 10, Art. 1067, 1082; No. 11, Art. 1178; No. 13, Art. 1476; No. 14, Art. 1723; No. 15, Art. 1919, 1925; No. 17, Art. 2152, 2158, 2160, 2169, 2170; No. 18, Art. 2234, 2240, 2242, 2243; No. 19, Art. 2333; Official Internet portal of legal information (www.pravo.gov.ru), 2025, on May 12, No. 0001202505120029; On May 13, No. 0001202505130006; On May 14, No. 0001202505140039; On May 16, No. 0001202505160028; On May 17, No. 0001202505170017):

paragraph two of ceased to be valid according to the Order of the Government of the Russian Federation of 27.10.2025 No. 1670

in the list of regulatory legal acts and groups of regulatory legal acts of the Government of the Russian Federation, regulatory legal acts, separate provisions of regulatory legal acts and groups of regulatory legal acts of federal executive bodies, legal acts, separate provisions of legal acts, groups of legal acts of executive and administrative organs of the government of RSFSR and USSR, the decisions of the State Commission on Radio Frequencies containing mandatory requirements to which provisions of parts 1, 2 and 3 articles 15 of the Federal law "About Mandatory Requirements in the Russian Federation" are not applied approved by the specified resolution to exclude Item 504.

4. This resolution becomes effective since September 1, 2025.

5. The rules approved by this resolution are effective till September 1, 2031.

Rules of restriction of giving (delivery) and gas offtake

1. These rules establish procedure for restriction of giving (delivery) and gas offtake to legal entities and individual entrepreneurs (further - consumers).

2. The bases for complete restriction of giving (delivery) and gas offtake are:

a) threat of life and (or) to health of the person and (or) damnification to the environment;

b) accident on gas (gas transmission) distribution network and (or) network of gas consumption by means of which gas transportation to the consumer, or threat of its origin, and also work on prevention, localization of such accident or elimination of its consequences is performed;

c) repair of gas (gas transmission) distribution network by means of which gas transportation to the consumer, except for the repair provided by the subitem "an" of Item 3 of these rules is performed;

d) lack of legal basis for giving (delivery) and gas offtake, and also use of the gas-using equipment with violation of provisions of the legislation of the Russian Federation;

e) enforcement of schedules of the transfer of consumers to alternative types of fuel (emergency or reserve) and (or) schedules of partial or complete restriction of supply of gas to consumers in case of violation of technological operating mode of gas-transport system in case of accident which concerning the corresponding consumer provide complete restriction of giving (delivery) and gas offtake;

e) the complete or partial non-execution or improper execution of obligations on payment of the delivered gas and (or) services in its transportation at the scheduled time allowed by the consumer more than 3 times within 12 months.

3. The bases for partial restriction of giving (delivery) and gas offtake are:

a) repair of gas (gas transmission) distribution network by means of which gas transportation to the consumer is performed if such repair is followed by pressure decline in gas (gas transmission) distribution network (its site);

b) use of gas with violation of the requirements to technical condition of separate gas-using consumer equipment established by the legislation of the Russian Federation;

c) enforcement of schedules of the transfer of consumers to alternative types of fuel (emergency or reserve) and (or) schedules of partial or complete restriction of supply of gas to consumers in case of violation of technological operating mode of gas-transport system in case of accident which concerning the corresponding consumer provide partial restriction of giving (delivery) of gas;

d) the complete or partial non-execution or improper execution of obligations on payment of the delivered gas and (or) services in its transportation at the scheduled time allowed by the consumer 2 and more times within 12 months.
