1. Conduct from June 1 to August 31, 2025 in the territory of the Russian Federation experiment on marking by means of identification of separate types of the goods of personal hygiene packed into consumer packaging (further respectively - goods of personal hygiene, experiment).

2. Approve the enclosed list of the separate types of the goods of personal hygiene packed into consumer packaging, which are subject to marking by means of identification within the experiment on marking by means of identification of separate types of the goods of personal hygiene packed into consumer packaging.

3. The purposes of experiment are:

a) testing concerning goods of personal hygiene of possibility of use of technologies of drawing the means of identification, determination of the scope of information containing in means of identification and determination of optimum methods of marking by means of identification of goods of personal hygiene proceeding from possibility of application of the relevant technology solutions;

b) approbation of completeness and sufficiency of mechanisms of marking by means of identification of goods of personal hygiene for ensuring counteraction to illegal import, production and turnover of goods of personal hygiene, including counterfeit, and also for increase in collecting of taxes and customs payments;

c) the organization of effective interaction of public authorities, including regulatory authorities, with producers, importers, the organizations of wholesale and retail trade of goods of personal hygiene (further - participants of turnover of goods of personal hygiene);

d) implementation by participants of turnover of goods of personal hygiene of primary filling of subsystem of the national catalog of the marked goods of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification (further - information system of monitoring), the data on goods allowing to identify unambiguously commodity unit of personal hygiene.

4. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Federal Tax Service, the Federal Customs Service, Federal Accreditation Service, Federal Security Service of the Russian Federation, Federal Service for the Oversight of Consumer Protection and Welfare (further - authorized bodies).

5. Provide to the Ministry of Industry and Trade of the Russian Federation:

a) coordination of carrying out experiment;

b) development and approval till June 16, 2025 in coordination with authorized bodies of methodical recommendations about carrying out experiment (including concerning the list of participants of experiment, structure of information specified in means of identification, methods of their forming and drawing, interaction of information system of monitoring with information systems of participants of experiment, the entering of information into information system of monitoring, including structure represented by participants of experiment of data) and the scheduled plan of carrying out experiment;

c) representation till August 31, 2025 in coordination with authorized bodies of the report in the Government of the Russian Federation by results of experiment.

6. To provide to the Federal Tax Service, the Federal Customs Service, Federal Accreditation Service, Federal Service for the Oversight of Consumer Protection and Welfare when implementing powers in the established spheres of maintaining information exchange of the information systems with the information system of monitoring used for carrying out experiment.

7. Realization by authorized bodies of the actions provided by this resolution is performed within the Russian Federation established by the President and the Government of the limiting Russian Federation of number of employees of the authorized bodies and budgetary appropriations provided by it in the federal budget on management and management in the sphere of the established functions.

8. Agree with the proposal of the operator of information system of monitoring on participation in experiment on a grant basis.

9. Participants of turnover of goods of personal hygiene participate in experiment on voluntary basis.

10. Since September 1, 2025 the participant of turnover of goods of personal hygiene who received within the experiment marking codes on a grant basis provides their transformation to means of identification and submits in information system of monitoring the report on drawing funds of identification for goods of personal hygiene and data on input of goods of personal hygiene in turnover before date which is established by the subitem "in (1)" Item 3 of the order of the Government of the Russian Federation of November 30, 2024 No. 1681 "About approval of Rules of marking by means of identification of separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging" and with which drawing funds of identification for goods of personal hygiene becomes obligatory.
