About implementation of the pilot project on issue of some allowing documents in the field of forestry electronically

For the purpose of introduction of provision through the Single ecological Ecosystem platform of some allowing documents in the field of forestry electronically the Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of environment protection and natural resources concerning implementation till June 1, 2027 of the pilot project on issue of some allowing documents in the field of forestry (special permission to special use of forest resources (the lesorubny ticket) and the certificate of origin of forest products and timber made of them) electronically (further - the pilot project).

2. Approve enclosed:

Procedure for implementation of the pilot project on issue of special permission to special use of forest resources (the lesorubny ticket) electronically;

Procedure for implementation of the pilot project on issue of the certificate of origin of forest products and the timber made of them electronically.

3. Determine the coordinator of the pilot project Ministry of Environment Protection and Natural Resources, participants of the pilot project - the State agency of forest resources, the ministry of digital transformation, permanent forest users and owners of the woods.

4. Determine that:

procurement of wood from all types of cabins in the woods of Ukraine by permanent forest users and owners of the woods is performed based on special permission to special use of forest resources (the lesorubny ticket) (further - the lesorubny ticket) electronically issued by territorial authority of the state agency of forest resources, executive body concerning forestry of the Autonomous Republic of Crimea with obligatory entering of information into Single state system of electronic accounting of wood not later than during the next working day from the date of issue of the lesorubny ticket, except the cases determined by Item 6-4 of the Section VIII "Final provisions" of the Forest code of Ukraine;

realization out of limits of customs area of Ukraine in customs regime of export by subjects of managing of forest products and the timber made of them, except those which export is prohibited is performed in the presence of the certificate of origin of forest products and timber made of them (further - the certificate) electronically, the state agency of forest resources issued by territorial authority, executive body concerning forestry of the Autonomous Republic of Crimea, in particular based on information specified in Single state system of electronic accounting of wood;

the blank and unused paper forms of lesorubny tickets which were purchased by permanent forest users and owners of the woods are transferred to the State agency of forest resources together with copies of purchase and sale agreements of such forms;

information on lesorubny tickets which are issued about day of entry into force of this resolution shall be introduced not later than within 15 working days from the date of entry into force of this resolution in Single state system of electronic accounting of wood;

the lesorubny tickets issued about day of entry into force of this resolution are effective till December 31, 2025 taking into account Item 50 of procedure for the special use of forest resources approved by the resolution of the Cabinet of Ministers of Ukraine of May 23, 2007 No. 761 "About settlement of rather special use of forest resources" (The Official Bulletin of Ukraine, 2007, No. 39, the Art. 1550);

the electronic list of the issued certificates provided by part five of article 3 of the Law of Ukraine "About features of state regulation of activities of subjects of the business activity connected with realization and export of forest products" is kept in the form of open data;

release in customs regime of export of forest products and the timber made of them, except those which export is prohibited is performed by customs authority based on the certificate electronically issued by the state agency of forest resources, executive body concerning forestry of the Autonomous Republic of Crimea with use of the Single state information web portal "Edinoye Okno Dlya Mezhdunarodnoy Torgovli" according to the Customs code of Ukraine.

5. For implementation of the pilot project issue of lesorubny tickets, except the cases determined by Item 6-4 of the Section VIII "Final provisions" of the Forest code of Ukraine, and certificates for implementation of export transactions is performed only according to this resolution.
