Some questions of provision of the state support on accommodation of internally displaced persons

Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for provision to institutions, the companies, organizations, the organizations irrespective of pattern of ownership, to physical persons - entrepreneurs of compensation for the consumed housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel during temporary accommodation of internally displaced persons which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

Procedure for provision to organizations, the companies, organizations, the organizations irrespective of pattern of ownership, to physical persons entrepreneurs of compensation for the consumed housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel during temporary accommodation of internally displaced persons

1. This Procedure determines procedure for granting to institutions, the companies, organizations, the organizations irrespective of pattern of ownership, to physical persons entrepreneurs of compensation for the consumed housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel during temporary placement in buildings, constructions, rooms on a grant basis of internally displaced persons (further - compensation for placement):

which moved (repeatedly moved) fighting or temporarily occupied by the Russian Federation, the approved Minrazvitiya for which date of completion of fighting (the termination of possibility of fighting) or temporary occupation is not determined (further - the list of the territories) (was conducted) with the territories included in the list of the territories in which are conducted, and has no in property of premises in living space of more 13,65 of sq.m on one person located in the territory which is not included in the list of the territories;

in which the premises irrespective of the size of total area are destroyed or damaged (to the degree unsuitable for accommodation) and data about which are entered in the State register of the property damaged and destroyed as a result of the fighting, acts of terrorism, diversions caused by the armed aggression of the Russian Federation against Ukraine or concerning such room there are act of commission inspection of the object damaged as a result of the armed aggression of the Russian Federation and/or the report on technical inspection, are constituted according to Procedure for accomplishment of the urgent works on mitigation of consequences of the armed aggression of the Russian Federation connected with damage of buildings and constructions, the Cabinet of Ministers of Ukraine approved by the resolution of April 19, 2022 No. 473 (The Official Bulletin of Ukraine, 2022, No. 37, the Art. 1981).

2. Compensation for placement on each separate internally displaced person is not designated in case:

1) the actual residence address of the internally displaced person specified in the certificate of registration of the internally displaced person matches the address of premises (house) which owner on the date of representation by organization, the company, organization, the organization irrespective of pattern of ownership, the physical person - the entrepreneur of the statement for receipt of compensation for the consumed housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel during free accommodation of internally displaced persons receives compensation for expenses for temporary accommodation of the internally displaced persons which moved to the period of warlike situation according to Procedure for compensation for expenses for temporary accommodation (stay) of internally displaced persons, the Cabinet of Ministers of Ukraine approved by the resolution of March 19, 2022 No. 333 (The Official Bulletin of Ukraine, 2022, No. 26, of Art. 1410; 2025, No. 8, Art. 682);

2) the internally displaced person receives subsidy for payment of cost or part of cost of hiring (lease) of premises according to Procedure for implementation of the pilot project on provision of subsidy for payment of cost or part of cost of hiring (lease) of premises and compensation of part of the income tax or the single tax and military collection approved by the resolution of the Cabinet of Ministers of Ukraine of October 25, 2024 No. 1225 (The Official Bulletin of Ukraine, 2024, No. 100, Art. 6397; 2025, No. 8, Art. 645);

3) the internally displaced person receives housing subsidy or privileges for payment of housing and communal services, acquisition of solid and liquid oven household fuel and the liquefied gas to the address of other premises (house) according to the Regulations on procedure for purpose of housing subsidies approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 No. 848 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (ZP of Ukraine, 1996, No. 2, Art. 76; The Official Bulletin of Ukraine, 2019, No. 69, the Art. 2390), the Procedure for provision of privileges for payment of housing and communal services, acquisition of the solid fuel and the liquefied gas in cash approved by the resolution of the Cabinet of Ministers of Ukraine of April 17, 2019 No. 373 "Some questions of provision of housing subsidies and privileges for payment of housing and communal services, acquisition of solid fuel and the liquefied gas in cash" (The Official Bulletin of Ukraine, 2019, No. 36, Art. 1263; 2020, No. 3, the Art. 161), and the Procedure for provision of additional support to the population on acquisition of the solid oven household fuel during heating season approved by the resolution of the Cabinet of Ministers of Ukraine of October 15, 2024 No. 1169 "About provision of additional support to the population on acquisition of solid oven fuel during heating season" (The Official Bulletin of Ukraine, 2024, No. 95, the Art. 6142).

3. Since May, 2025 compensation for placement on each separate internally displaced person is also not designated (is not calculated, it is not paid) or its payment stops in case:

1) stay established fact abroad the internally displaced person more than 30 calendar days in a row for date of representation by organization, company, organization, organization irrespective of pattern of ownership, the physical person - the entrepreneur of the statement for receipt of compensation for the consumed housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel during free accommodation of internally displaced persons in form according to appendix (further - the statement) or during receipt of such compensation.

Till the 30-day period of stay days of official journey, treatment, training, improvement of children, training, rehabilitations, visits of healthcare institutions, judicial and law enforcement agencies when person owing to circumstances could be absent in the place of residence/stay that is documented abroad do not join.

Bodies of the Pension fund of Ukraine based on the documents filed to bodies of the Pension fund of Ukraine by organizations, the companies, organizations, the organizations irrespective of pattern of ownership, physical persons - entrepreneurs through electronic office on the web portal of electronic services of the Pension fund of Ukraine (which were received from internally displaced persons), perform in the month following after month of receipt of documents, recalculation of the amount of compensation for placement for the period which has documentary confirmed reasons for stay abroad specified in this subitem and in which it was not performed charge and payment of compensation for accommodation of such persons;
