Some questions of provision of housing subsidies and privileges for payment of housing and communal services, acquisition of solid fuel and the liquefied gas in cash

Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for provision of privileges for payment of housing and communal services, acquisition of solid fuel and the liquefied gas in cash which is applied.

2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

3. Determine authorized bank which provides bank servicing of realization of procedure for granting of privileges for payment of housing and communal services in cash non-cash form, "Government Savings Bank of Ukraine" joint-stock company.

3-1. determine that privileges for payment of housing and communal services are provided in cash non-cash or cash form till December, 2022 inclusive.

Since January, 2023 privileges for payment of housing and communal services are provided only in cash cash form by bodies of the Pension fund of Ukraine.

4. To provide to Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations with the assistance of local government bodies carrying out information and explanatory work among the population about procedure for provision of privileges for payment of housing and communal services in cash.

5. This resolution becomes effective from the date of its publication and 6 changes approved by this resolution which are applied since October 1, 2019 are applied since May 1, 2019, except Items 1 and 3 of this resolution and Items 3, of 4,.

Procedure for provision of privileges for payment of housing and communal services, acquisition of solid fuel and the liquefied gas in cash

1. This Procedure determines procedure for granting to citizens in cash of such privileges:

on payment subscriber services for consumers of utilities which are provided under individual agreements on provision of utilities or under individual contracts with servicing of intra house systems of provision of utilities, and also housing and communal services, namely:

- housing services - services in management of the apartment house;

- utilities - delivery services and to distribution of natural gas, supply and distribution of electrical energy, delivery of heat energy, supply of hot water, centralized water supply, centralized water disposal, management of household waste;

on payment of fees for installation, servicing and replacement of nodes of commercial accounting, and also expenses on management of the apartment house in which consolidation of co-owners of the apartment house is created, building (housing) cooperative (further - associations), and utilities expenses in such house:
