According to article 22 of the Law "About the State Services" of PRIKAZYVAYEM:

Start pilot project on the state services "State Registration (Re-registration) of Pesticides, Temporary Registration of Pesticide of Biological Medicine with Low Risk" and "Certification of Producers of Original, Elite Seeds, Seeds of the First, Second and Third Reproductions and Offtakers of Seeds" regarding renewal of the certificate in case of change of the name of the legal entity by pro-active method in the information and analytical system "Smart Data Ukimet".

Approve the enclosed Algorithm of interaction of state bodies and organizations in case of start of pilot project for the state services "State Registration (Re-registration) of Pesticides, Temporary Registration of Pesticide of Biological Medicine with Low Risk" and "Certification of Producers of Original, Elite Seeds, Seeds of the First, Second and Third Reproductions and Offtakers of Seeds" regarding renewal of the certificate in case of change of the name of the legal entity by pro-active method in the information and analytical system "Smart Data Ukimet".

3. To National Information Technologies joint-stock company:

1) to provide connection to the state service of access control to personal data (further - the KDP service) by means of application in "Smart Bridge";

2) when rendering services within pilot project to provide the consent of the subject of personal data or his legal representative by means of the KDP service according to the legislation of the Republic of Kazakhstan on personal data and their protection, on state registration of the rights (encumbrances) to real estate.

4. To National Information Technologies joint-stock company according to subitems 1) and 5-1) Items 2 of Article 38, of subitems 4) and 6) of Item 2 of Article 49, to subitem 3-2) of Item 3 of article 54 of the Law of the Republic of Kazakhstan "About informatization", items 4 and 8 Rules of integration of the objects of informatization of "the electronic government" approved by the order of the acting minister of information and communications of the Republic of Kazakhstan of March 29, 2018 No. 123, to provide integration in the presence:

1) protocols with positive results of conformity testings to requirements of information security;

2) own operational center of information security and to provide its functioning or acquisitions of service of the operational center of information security at the third parties according to the Civil code of the Republic of Kazakhstan, and also provide interaction of the Center with the National coordination center of information security;

3) taking measures to compliance to single requirements in the field of information and communication technologies and ensuring information security.

5. To provide to development department of the state services and digitalization of agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days from the date of signing by the last of heads of state bodies of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

6. To impose control of execution of this joint order on the supervising vice-Ministers of Agriculture, digital development, innovations and the aerospace industry of the Republic of Kazakhstan.
