About implementation of pro-active services in case of purpose of disability pensions and compensations

For the purpose of further expansion of access to social services of receivers of pensions and persons with disability by enhancement of procedure for appointment to the population of national pensions and compensations within strategy implementation "Uzbekistan - 2030" I decide:

I. Simplification of procedure for purpose of pensions and compensations

1. Implement the following simplified procedure for appointment to citizens of national pensions and compensations providing since July 1, 2025:

(a) purpose of pensions in connection with establishment to citizens of disability of I or II groups in pro-active form without reclamation of the separate address. At the same time the citizen is granted the right to refusal of the pension granted in pro-active form;

(b) purpose of compensations to persons with disability of the I group on sight, and also the faces which passed military service on nuclear test sites and other radiation and nuclear objects in pro-active form on the basis of electronic data exchange;

(c) implementation of recalculation of the size of pension of the citizen each two years in pro-active form in the presence at it length of service at least one year after award of pension on disability.

II. Digitalization of appointment procedures and pension payment

2. Implement since October 1, 2025 procedure for rendering the services connected with the state provision of pensions and pension payment in the form of cash of JSC Hulk banki by biometric identification (Face-ID) and the digital signature of citizens. At the same time:

(a) it is allowed to sign the pay-sheet electronically by means of the tablet;

(b) The Ministry of Justice provides the information on biometric identification of citizens based on electronic request of the off-budget Pension fund under the Ministry of Economics and finance (further - the Pension fund) and JSC Hulk banki is free;

(c) the expenses connected with purchase of the devices used for implementation of the services rendered on the basis of biometric identification are financed by the Pension fund and JSC Hulk banki.

3. To the Ministry of Economics and finance together with the Center of development of electronic technologies till October 1, 2025 at the expense of the Center of development of electronic technologies and the Pension fund to implement service on rendering practical assistance on the following questions in case of purpose of pensions to citizens:

(a) consultation and assistance on remedial action in electronic data on length of service and the salary of the citizen in case of purpose of old-age pensions and disability in pro-active form;

(b) establishments of not emergence of corruption manifestations by the Call-center in case of purpose of pensions to citizens.

III. Organization, providing and control of execution of the resolution

4. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan according to appendix.

5. To the Ministry of Economics and finance together with the Agency of information and mass communications, National broadcasting company of Uzbekistan, and also the interested ministries and departments to organize wide explanation of essence and contents of this resolution among the population.

6. Assign to the deputy prime minister D. A. Kuchkarov the personal responsibility for the effective organization of execution of this resolution.

7. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
