1. Approve the enclosed Rules of determination of procedure, terms and forms of submission of the reporting, and also requirements to the provided information on the course and results of use of the connected grants on creation or development of information systems.

2. To provide to department of architecture and policy of digital transformation of the Ministry of digital development, innovation and aerospace industry of the Republic of Kazakhstan:

1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of digital development of innovation and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of determination of procedure, terms and forms of submission of the reporting, and also requirements to the provided information on the course and results of use of the connected grants on creation or development of information systems (further – Rules) are developed according to Item 2 of Article 167 of the Budget code of the Republic of Kazakhstan, the subitem 165) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501 and determine procedure, terms and forms of submission of the reporting, and also requirements to the provided information on the course and results of use of the connected grants on creation or development of information systems (further – the connected grants).

2. The purposes of provision of the reporting and information, about the course and results of use of the connected grants (further – the reporting and information) assessment of conformity of technical solutions to requirements of the legislation in the sphere of informatization is.

3. In these rules the following basic concepts are used:

1) authorized body in the sphere of informatization (further – authorized body) – the central executive body performing management and cross-industry coordination in the sphere of informatization and "the electronic government";

2) the connected grants – the grants providing further borrowing by the Government of the Republic of Kazakhstan at the donor who provided grant, or joint financing from republican and local budgets within the appropriate budget program directed to realization of the connected grant;

3) the agreement on the connected grant – the contract between state body and the donor providing to the Republic of Kazakhstan free financial or technical assistance;

4) donors – foreign states, their governments and the agencies, the international and foreign state organizations, foreign non-governmental public organizations and funds, whose activities does not contradict the Constitution of the Republic of Kazakhstan;

5) the architectural portal of "the electronic government" (further – the architectural portal) – the object of informatization intended for implementation of accounting, storage and systematization of data on objects of informatization of "the electronic government", architecture of "the electronic government", platform software products for the purpose of further use by state bodies for monitoring, the analysis and planning in the sphere of informatization.

Chapter 2. Procedure for representation of forms of the reporting, and also requirements to the provided information on the course and results of use of the connected grants on creation or development of information systems

4. Monthly, to the twentieth, following the accounting period the central state or local representative or executive bodies of the Republic of Kazakhstan responsible for realization of the connected grants provide information in authorized body on report form about the course of use of the connected grants, according to appendix 1 to these rules.

5. The authorized body considers the reporting which arrived from the central state or local representative or executive bodies of the Republic of Kazakhstan and information within ten working days.

6. The authorized body on the basis of the acquired information performs assessment of the specifications and technical documentation and project technical documentation on compliance to the Single requirements in the field of information and communication technologies and ensuring information security approved by the order of the Government of the Republic of Kazakhstan of December 20, 2016 No. 832.

7. Following the results of assessment the authorized body creates recommendations about improvement, adjustments of the achieved results on use of the connected grants.
