About measures for the effective organization of activities of committee of the Republic of Uzbekistan for the international relations and compatriots abroad

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of March 19, 2025 I decide No. UP-52 "About Measures for Removal on New Stage of Strengthening of National Consent and Communications with Compatriots Abroad":

1. Approve:

(a) Regulations on Committee of the Republic of Uzbekistan concerning the international relations and compatriots abroad (further - Committee) according to appendix No. 1;

(b) "Road map" on strengthening in the country of national consent and communications with compatriots abroad according to appendix No. 2*.

2. Rename public councils on ensuring interethnic concord, tolerance and solidarity under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, areas (cities) into public councils on ensuring national unity and unity (further - territorial public councils).

3. To the Cabinet of Ministers to approve updated structure of public council under Committee, and also updated (standard) structure of territorial public councils from among representatives of state bodies, members of non-state non-profit organizations, scientists and culture, and also representatives of other institutes of civil society.

4. Determine that:

(a) The public council under Committee is advisory advisory body, renders assistance to accomplishment of the tasks and obligations assigned to Committee;

(b) organizational technical supply of territorial public councils is performed by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, areas (cities).

5. Determine the main objectives of Public council under Committee:

(a) ensuring unity of the people of Uzbekistan, participation in the complex analysis of execution of the measures directed to rapprochement of compatriots abroad with the historical homeland, establishment of effective public control over their realization;

(b) preparation and entering into Committee of the offers directed to strengthening of national consent and solidarity in the country, increase in efficiency of the carried-out works on use of mechanisms of national diplomacy in increase in the international image of Uzbekistan;

(c) implementation of mutual cooperation with the state and public organizations, and also other institutes of civil society in strengthening at the population of feeling of judgment of priority of national values of the people of Uzbekistan;

(d) carrying out on system basis of work on promotion of national unity in society, to development of friendly and twinning communications with regions of the foreign states.

6. Determine that:

(a) to employees of Committee tariff coefficients and basic official pay rates according to categories of compensation on the Single scale of charges are applied in 3-fold (to management of Committee - in 4-fold) the size;

(b) The special fund of material stimulation of employees of Committee is created in the amount of 50 percent of the monthly salary of employees of Committee;

(c) behind managerial personnel of Committee allowances and surcharges for the military and special ranks (class ranks, qualification categories, diplomatic ranks and others) appropriated still to place of employment remain;

(d) the work period in Committee joins in the length of service necessary for receipt of military and special ranks (class ranks, qualification categories, diplomatic ranks and others);

(e) the monthly length-of-service allowance in state bodies in coefficients to official pay rate taking into account stimulation coefficient is paid to managerial personnel of Committee: from 2 to 5 years - 0,1; from 5 to 10 years - 0,2; from 10 to 15 years - 0,3; from 15 to 20 years - 0,4; over 20 years - 0,5.

7. Provide to committee completion of structure of managerial personnel by the responsible qualified personnel corresponding to the assigned tasks capable to carry out them at the professional level, the having necessary theoretical knowledge and practical skills (on priority basis sociologists, political scientists, experts in the field of the international relations, historians, lawyers, philologists).

8. Committee:

(a) decisions within its powers which are obligatory to execution by state bodies, executive bodies on places, other organizations and their officials, and also citizens are made;

(b) there is information, advisory, organizational and methodical assistance to the state and non-state organizations performing activities in the sphere on permanent basis.

9. To the Ministry of Foreign Affairs give practical help to Committee when forming and maintaining the database about the adjacent organizations performing activities in foreign countries, the Uzbek cultural centers and societies, and also adjustment and development of mutual cooperation with the relevant organizations operating in foreign countries.

10. The expenses connected with salary payment and the payments equated to it to employees of Committee and also strengthening of material and technical resources of Committee, in 2025 to perform at the expense of means of the government subsidy allocated to Public fund "Vatandoshlar" from Public fund for support of institutes of civil society for Oliy Majlis since 2026 to provide in parameters of the Government budget of the Republic of Uzbekistan.

11. To committee:

(a) to render information, advisory, organizational and methodical assistance to Public fund "Vatandoshlar", the national cultural centers and societies of friendship on permanent basis;

(b) together with the interested ministries and departments till January 1, 2026 to introduce to the Cabinet of Ministers drafts of the corresponding regulatory legal acts according to the Concept of state policy in the sphere of ensuring national unity and the Concept of state policy in the sphere of communications with compatriots abroad.

12. Place Committee on the address: city of Tashkent, Ulitsa Babura, house 45.

Determine that the national cultural centers performing activities in the city of Tashkent and not having the buildings, the Public fund "Vatandoshlar" and Public institution "Editorial office of the magazine "O" zbekiston" are placed on the basis of the right of free use in the rooms of the building located at this address determined by Committee.
