About measures for removal on new stage of strengthening of national consent and communications with compatriots abroad

In the country for the purpose of strengthening of national consent, unity and unity, creation of the equal rights and opportunities for all citizens, strengthenings of participation of our multinational people with progress of Uzbekistan, development of communications with compatriots abroad, and also ensuring consecutive realization of the tasks determined by Strategy "Uzbekistan - 2030", I decide:

I. Priority tasks

1. Determine priority tasks of strengthening of national consent in society and communications with compatriots abroad:

(a) harmonization of the international relations, forming of single civil identity by strengthening of friendship, mutual solidarity, tolerance and unity in society;

(b) strengthening of participation of all nations and nationalities living in Uzbekistan with national development by means of providing their rights and legitimate interests;

(c) assistance to preserving national identity of communities of compatriots and Uzbek diasporas abroad, and also support of mobilization of their social and economic potential for development of our Homeland;

(d) strengthening of welfare, friendly communications with the foreign states and positive image of Uzbekistan on the international scene by means of mechanisms of national diplomacy.

II. Cardinal reforming of the sphere

2. Form Committee of the Republic of Uzbekistan concerning the international relations and compatriots abroad (further - Committee) based on Committee on the international relations and friendly communications with foreign countries under the Ministry of Culture of the Republic of Uzbekistan.

3. Determine that:

(a) The committee is the authorized republican executive body performing state policy in the sphere of questions of the international relations and compatriots abroad, coordinating activities of state bodies and organizations in this direction;

(b) The committee is accountable directly to Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers;

(c) management of Committee is performed by the chairman appointed to position and dismissed by the President of the Republic of Uzbekistan;

(d) the chairman of Committee has two deputies appointed to position and dismissed by the Cabinet of Ministers of the Republic of Uzbekistan;

(e) on places responsibility concerning the international relations and work with compatriots is abroad assigned to the vice-chairman of Council of Ministers of the Republic of Karakalpakstan and deputies of hokim of areas and the city of Tashkent on communications with the public and religious organizations, and they are accountable before Committee on the matters;

(e) The committee is legal successor by the rights and obligations of Committee on the international relations and friendly communications with foreign countries under the Ministry of Culture of the Republic of Uzbekistan.

III. The measures directed to strengthening of national consent

4. Approve the offers of Committee and the national cultural centers on strengthening of measures of ensuring national consent providing:

(a) the annual organization of the forum under the motto "Uzbekistan — the Single Homeland!" showing equality, unity of representatives of various nations and nationalities in our country, their contribution to development of New Uzbekistan;

(b) transformation on one street in the Republic of Karakalpakstan, the regional centers and the city of Tashkent as the street "Cultural richness of Uzbekistan" showing culture, customs and traditions of all nations and nationalities, the international relations;

(c) strengthening of feelings of judgment of participation in the solution of topical issues by regular holding environmental actions under the motto "Our Force in Unity" with participation of what volunteers from representatives of the different nations and nationalities;

(d) projects implementation and programs for ensuring national solidarity with participation of famous persons from different ethnocultural groups;

(e) creation of the movies and program cycle narrating about contribution of representatives of the different nations and nationalities to history and today's sustainable development of Uzbekistan.

IV. New mechanisms of strengthening of ties with compatriots abroad

5. To the Cabinet of Ministers for the purpose of further increase in the contribution made by compatriots abroad in economic power of New Uzbekistan on the example of the "Implementation of Transfer of Knowledge through Compatriots Abroad" Program (TOKTEN) of the Development program of the United Nations to perform transfer of the human capital promoting ensuring innovative social and economic development and ecological stability at the same time to determine specific organization-legal mechanisms of orientation of highly qualified specialists to use of artificial intelligence in all spheres, their directions in the organization of education, health care, on the companies of agricultural industry and private sector.

6. To committee together with the Ministry of investments, industry and trade, the Ministry of Foreign Affairs, the Ministry of Economics and finance, the Central bank and Chamber of Commerce and Industry in three-months time to make in the Cabinet of Ministers specific reasonable proposals on stimulation of participation of compatriots abroad in social and economic life of the country. At the same time questions are provided:

(a) supports of introduction of direct investments by compatriots abroad and representatives of diasporas;

(b) the direct direction of charitable money of compatriots abroad on financing of socially useful and target projects;

(c) stimulations of introduction by compatriots abroad and representatives of diasporas of investments into the capital market;

(d) tourism developments of compatriots abroad and representatives of diasporas.

7. Approve offers of Committee and the Board of trustees of Public fund "Vatandoshlar" for holding the forum "Uz Global Think" in the form of regular dialogue of compatriots abroad from among representatives of expert and scientific community for the purpose of exchange of opinions on such questions as creation of entrepreneurial platforms, social and economic development of life of society, ecological stability and quality education.

8. To committee together with Public fund "Vatandoshlar":

(a) to annually organize forum of compatriots abroad of "Uz Global Think", to create and make in the Cabinet of Ministers the offers promoting goal achievement and tasks of sustainable development of our country on the basis of the ideas pushed at forum;

(b) till September 1, 2025 to introduce to the Cabinet of Ministers the draft of the regulatory legal act providing transformation of regions sworn brothers, societies of friendship into "the cultural bridge" in case of development of public cultural ties with the foreign states and also measures of strengthening of the international image of Uzbekistan by means of national diplomacy.
