1. Approve the enclosed Rules of the notice (notification) on measure of the state support of the physical persons, accounting and (or) receipt of such measure which is performed by means of "social purse" and receipt of measures of the state support of physical person by means of other objects of informatization.

2. To provide to committee of the state services of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the notice (notification) on measure of the state support of the physical persons, accounting and (or) receipt of such measure which is performed by means of "social purse" and receipt of measures of the state support of physical person by means of other objects of informatization

Chapter 1. General provisions

1. These rules of the notice (notification) on measure of the state support of the physical persons, accounting and (or) receipt of such measure which are performed by means of "social purse" and receipt of measures of the state support of physical person by means of other objects of informatization are developed according to article 21-2 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law).

2. In these rules the following concepts are used:

1) integration of objects of informatization - action for the organization and ensuring information exchange between objects of informatization based on the standard protocols of data transmission used in the Republic of Kazakhstan;

2) "social purse" - the object of informatization intended for the notice (notification), accounting and receipt (rendering) of measures of the state support of physical persons;

3) measure of the state support of physical persons (further - support measure) - the state services or other forms of the state support directed to increase in wellbeing of physical persons, except for the individual entrepreneurs and persons who are engaged in private practice, legal consultants according to the legislation of the Republic of Kazakhstan;

4) the short text message (further - the Sms) - the service rendered by mobile operator in acceptance and information transfer by means of network of cellular communication;

5) the subscriber structure of cellular communication - the means of communication of individual use creating signals of electric communication for transfer or acceptance of information set by the subscriber and connected to network of mobile operator, not having the permanent geographically determined location within the served territory, working in networks of cellular communication.

Chapter 2. Procedure for the notice (notification) on measure of the state support of the physical persons, accounting and (or) receipt of such measure which are performed by means of "social purse"

3. "The social purse" is used for the notice (notification) of physical person and provision of measures of support by means of the subscriber structure of cellular communication.

4. Notices (notification) of physical persons on provision of measures of support, and also on collection, processing of personal data go to private offices of physical persons in "social purse" and (or) by means of use of Sms to the subscriber devices of cellular communication of physical persons registered in base of mobile citizens within 1 (one) working day.

5. Account of the provided measures of support is kept automatically with use of the registering modules of "social purse" with possibility of the subsequent efficiency analysis of rendering measures of support.

6. The physical persons corresponding to criteria of rendering measures of support agree to collection, processing of personal data and receipt of measures of support by means of response Sms.

7. Notices on the made decision in provision of measures of support go to private offices of physical persons in "social purse" within 1 (one) working day.

Chapter 3. Receipt of measures of the state support of physical persons by means of other objects of informatization

8. Rendering measures of support by means of other objects of informatization, on condition of the notice (notification) and accounting by means of "social purse" is allowed.

9. The objects of informatization, information systems of state bodies and subjects of the quasi-public sector concerning rendering measures of support are integrated with "social purse" for ensuring data exchange and their synchronization.

10. Other information systems which are not direct subjects of rendering measures of support are connected to "social purse" based on interservice agreements and for the purpose of exchange of information.
