1. Approve the enclosed Rules of adoption of the motivated decision on recognition of the website on the Internet by the copy of the blocked website.

2. Recognize invalid:

Rules of adoption of the motivated decision on recognition of the website on the Internet the copy of the blocked website

1. These rules establish procedure for adoption by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of the motivated decision on recognition of the website on the Internet (further - Internet network) the website similar to extent of mixing to the website in Internet network, access to which is limited according to the decision of the Moscow city court in connection with repeated and illegal placement of information containing objects of the author's and (or) related rights, or information necessary for their obtaining with use of information and telecommunication networks including Internet networks (further - the copy of the blocked website, the blocked website).

2. The Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications based on information on detection in information and telecommunication networks, including in the Internet network, the copy of the blocked website which arrived from federal executive bodies or owners, including in electronic form with use of authorization in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" makes the motivated decision on recognition of the website in Internet network the copy of the blocked website (further - the motivated decision).

3. The motivated decision is made within a day from the moment of receipt in Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of information specified in Item 2 of these rules.

4. In case of adoption of the motivated decision the following criteria of similarity of the copy of the blocked website and the blocked website are taken into account:

a) general signs of external similarity of the copy of the blocked website and the blocked website (template, color gamma, arrangement of elements);

b) similarity of domain names of the copy of the blocked website and the blocked website;

c) similarity of names of the copy of the blocked website and the blocked website;

d) coincidence placed on the copy of the blocked website and the blocked website of information containing objects of the author's and (or) related rights, or information necessary for their obtaining with use of information and telecommunication networks including Internet networks (completely or in part);

e) coincidence of accounting records (accounts) of users of the copy of the blocked website and the blocked website necessary for their authentication and provision of access to their personal data and settings;
