About platform for storage and joint use of documents (MDocs)

Based on Items c) and d) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve the Concept of platform for storage and joint use of documents (MDocs) it (is applied).

2. Found platform for storage and joint use of documents (MDocs).

3. Assign public organization "Agency of Electronic Control" the owner and the holder of platform for storage and joint use of documents (MDocs).

4. To public organization "Agency of Electronic Control":

1) to provide continuous development of platform for storage and joint use of documents (MDocs);

2) to approve contractual conditions of use of platform for storage and joint use of documents (MDocs);

3) to provide use of platform for storage and joint use of documents (MDocs) by bodies of the public power and public organizations on a grant basis.

5. For storage and joint use of documents (MDocs) to perform creation of platform at the expense of means of the Upgrade of Government Services project, and to provide its continuous work and development for the account and within the financial resources which are annually selected from the government budget of the State office for public organization "Agency of Electronic Control", and also at the expense of other sources which are not prohibited by the law.

The concept of platform for storage and joint use of documents (MDocs)

Introduction

Provision of services on storage and joint use of documents will allow to standardize processes of exchange of the electronic documents created in the course of administrative activities, including in the course of provision of the state services by means of digital platform which will be available also to bodies of the public power which did not digitize the services yet.

Technological and organizational benefits of provision of tools to storage and joint use of documents are:

1) centralized storage of data with all documents directed during administrative activities including by provision of the state services;

2) the standardized process of joint use of the documents connected with results of administrative activities, including for provision of the state services;

3) decrease in risks of illegal access to the data containing in documents for joint use due to failure from use of the unprotected channels;

4) digitization of process of joint use of documents for bodies of the public power and public organizations which have no high-productive information decisions;

5) reduction in cost of rendering the state services;

6) encouragement of electronic exchange of documents between bodies of the public power and public organizations of the Republic of Moldova;

7) creation of premises for implementation of the software for the purpose of creation and management of electronic archives;

8) the effective mechanism of automatic data exchange between information systems with which the Service of storage and joint use of documents (MDocs) will interact;

9) single, intuitively clear and ergonomic user interface;

10) high-productive controls, settings and dynamic development.

As a result of provision of service in storage and joint use of the documents Government it intends to improve quality of the state services due to application of digital platforms of bodies of the public power and public organizations of the Republic of Moldova and to gradually reduce use of paper documents, providing to citizens and legal units the corresponding opportunities.

Chapter I. General provisions

1. The platform for storage and joint use of documents (MDocs) (further - the MDocs platform) is the government decision intended for implementation of the centralized mechanism of storage on general technological framework (MCloud) and online exchange of the documents created as a result of administrative activities of bodies of the public power and public organizations.

2. The MDocs platform represents complex of the information resources and technologies, technical software and methodologies which are in interrelation by means of which the reusable, safe and simple mechanism in use for any cases in which safe storage and/or exchange of the electronic documents issued by bodies of the public power and public organizations are necessary is provided.

3. For the purposes of this Concept the following basic concepts are used:

1) the receiver - physical person or legal entity to which the documents issued by bodies of the public power and public organizations and which are stored on the MDocs platform are addressed;

2) the document - information electronically issued in the form of the text to which the digital signature or electronic seal is applied;

3) the issuer - body of the public power or public organization which use the MDocs platform for loading of the documents addressed to the receiver;

4) joint use - provision of document access of the receiver to the third party;

5) the third party - physical person or legal entity which is authorized by the law or the receiver to open, browse and load the documents of the receiver available on the MDocs platform.

4. As a result of creation and use of the MDocs platform the following objectives shall be achieved:

1) open entry to the documents issued in the course of rendering the state services;

2) the standardized process of exchange of the documents created in the course of administrative activities, including in the course of provision of the state services;

3) effective management of documents;

4) digitization of process of exchange of documents for bodies of the public power which have no highly effective information decisions;

5) expense reduction, the state services connected with rendering;

6) centralized storage of data with all documents issued in the course of rendering the state services;

7) encouragement of electronic exchange of documents between bodies public the authorities of the republic Moldova;

8) creation of premises for implementation of the software for the purpose of creation and management of electronic archives;

9) the effective mechanism of automatic data exchange between information systems with which the MDocs platform will interact;

10) acceleration of process of issue of electronic documents as result of rendering the state services;

11) gradual reducing use of paper documents in the course of rendering the state services.

5. During creation, management and use of the MDocs platform the following principles shall be observed:
