About informatization and the state information resources
The Parliament adopts this organic law.
(1) This law establishes the basic rules and conditions of activities in the field of creation and development of national information infrastructure as circles of functioning of information society of the Republic of Moldova, governs the legal relations arising in the course of forming and use of the state automated information resources, creation and use of information technologies, systems and networks.
(2) Operation of this law does not extend to the relations arising during creation and functioning of mass media, forming and use of non-state information resources, and also when processing undocumented information.
(1) the Legislation in the field of informatization includes the Constitution of the Republic of Moldova, the international agreements, one of the parties of which is the Republic of Moldova, this law, and also other regulations governing the relations connected with informatization and the state information resources.
(2) in case of discrepancy of provisions of this law to regulations of international treaties, one of the parties of which is the Republic of Moldova, regulations of international treaties are applied.
For the purpose of this law the following basic concepts are used:
the database - data set, organized according to conceptual structure, describing the main characteristics and the relations between entities, intended for one or more scopes;
databank - the information and technical system including one or several databases and management system them;
complex of program technical means - set of the program and technical means providing implementation of information processes;
data - information provided in the certain form allowing to report, interpret and process it;
