About some measures for implementation of the ID card

Based on part (1-2) articles 4 of the Law No. 273/1994 on identification documents of national passport system (The official monitor of the Republic of Moldova, 1995, No. 9, the Art. 89), with subsequent changes, DECIDES: the Government

1. Approve changes which are made to the Order of the Government No. 966/2020 about services of the state services provided by the Agency (The official monitor of the Republic of Moldova, 2020, by Art. No. 372-382, 1145), with subsequent changes (are applied).

2. Determine that:

2.1. the first million persons – citizens of the Republic of Moldova who will request issue of the first ID card in the maximum time established for provision of this service including the faces using privileges for provision of service in issue of the ID card, stipulated in Item 2 appendices No. 3 to the Order of the Government No. 966/2020 about services of the state services rendered by the Agency are exempted from payment of the rate for issue of the ID card established in appendix No. 2 to the Order of the Government No. 966/2020 about services of the state services rendered by the Agency;

2.2. the first million persons – citizens of the Republic of Moldova who will request issue of the first qualified digital signature certificate for inclusion in the ID card, irrespective of the time in which provision of service in issue of the first ID card was requested including persons using privileges for provision of service of certification of open keys for the ID card are exempted from payment of rate. Effective period of the qualified digital signature certificate issued on these conditions constitutes 5 years;

2.3. the first million persons – the citizens of the Republic of Moldova who received the first qualified digital signature certificate for inclusion in the ID card, including the faces using privileges for provision of services of certification of open keys will free of charge receive the device for reading of smart cards;

2.4. users of the privileges on issue of the ID card according to Item 2 of appendix No. 3 to the Order of the Government No. 966/2020 on services rendered by the Agency of the state services are exempted from payment of rate for services of certification of open keys. Effective period of the qualified digital signature certificate issued on these conditions constitutes one year;

2.5. the requested effective period of the certificate of open keys cannot exceed effective period of the ID card.

3. The privileges established in subitem 2. 1, are provided in case of primary issue of the ID card, and also during the replacing, damage, declaring of loss or theft of the identity certificate of the citizen of the Republic of Moldova, including electronic, irrespective of their reality, according to the principle "the first came – by the first it is served".

4. To the agency of the state services to transfer on a grant basis to the Ministry of Foreign Affairs of the device for reading of smart cards for providing in accordance with the terms, stated in Item 2, of process of issue of the ID card with the introduced qualified digital signature certificate, in accordance with the terms, established in the bilateral agreement about provision of services of the Agency of the state services through diplomatic missions and consular establishments.

5. To the agency of the state services to provide issue on a grant basis of ID cards and devices for reading of smart cards to users of the privileges established in Item 2 of appendix No. 3 to the Order of the Government No. 966/2020 on services, provided by the Agency of the state services and also in subitems 2.1 and 2. 3, for the income account, received from provision of services or from other sources.

6. To provide to service of information technologies and cybernetic safety issue on a grant basis of qualified digital signature certificates for entering into the ID card, to users of the privileges established in subitems 2.2 and 2. 4, for the income account, received from provision of services.

7. The agency of the state services within 4 months from the date of entry into force of this resolution can establish special conditions of issue of the ID card by means of the internal administrative act, having stopped provision of services in the reduced terms and/or prolonging the term of consideration of the applications, according to part provisions (19) article 4 of the Law No. 273/1994 on identification documents of national passport system.

8. In case of the termination of provision of services on issue of the ID card in the reduced terms and/or prolongation of term of consideration of the application on issue of the ID card on the conditions established in Item 7, according to the statement of person the temporary ID card for production of the ID card shall be free of charge issued to it.

9. Before creation of specifications for access online to data on registration on the residence and/or place of temporary stay to provide to the Agency of the state services on a grant basis issue of confirmation about registration at the place of residence and/or the place of temporary stay according to the statement of persons which do not have the ID card with the qualified digital signature certificate.

10. To provide to service of information technologies and cybernetic safety and the Agency of electronic control together with the Agency of the state services integration of the qualified digital signature certificates introduced in the ID card with government electronic services of authentication and access control (MPass) and the digital signature (MSign).

11. This resolution becomes effective from the date of accomplishment of the specifications necessary for issue of the ID card, but no later than March 31, 2025.
