About measures for project implementation "Improvement of quality of medical services in the region Priaralya" with participation of KfW bank (Federal Republic of Germany)

For the purpose of further expansion of financial cooperation in health sector with the Government of the Federal Republic of Germany, equipment of the regional multi-profile medical centers the modern medical equipment and ensuring their effective operation, and also support of reforms in region Priaralya health care system, in particular the Republic of Karakalpakstan and the Khorezm region, with attraction of means by the Ministry of Health of KfW bank (Federal Republic of Germany):

1. Take into consideration that:

following the results of the intergovernmental negotiations on development of bilateral cooperation held on May 21-22, 2019 between the Government of the Republic of Uzbekistan and the Government of the Federal Republic of Germany the agreement on allocation of loan and grant for project implementation "Improvement of quality of medical services in the region Priaralya" is reached (further - the Project);

between the Republic of Uzbekistan and KfW bank for the purpose of financing of the Project on May 19, 2023 are signed the loan agreement in general size of 30 million euros for a period of 12,5 of years, including grace period of 5,5 of years, and the grant agreement in the amount of 2 million euros.

2. Approve:

The main technical and economic indicators of the "Improvement of Quality of Medical Services in the Region Priaralya" project according to appendix No. 1 *;

The forecast schedule of return of borrowed funds of KfW bank, including payment of surcharge and percent, within project implementation "Improvement of quality of medical services in the region Priaralya" according to appendix No. 2 *;

distribution of the medical equipment which is purchased for medical institutions of the Republic of Karakalpakstan within the "Improvement of Quality of Medical Services in the Region Priaralya" project according to appendix No. 3 *;

distribution of the medical equipment which is purchased for medical institutions of the Khorezm region within the "Improvement of Quality of Medical Services in the Region Priaralya" project according to appendix No. 4 *;

distribution on regions of the special vehicles which are purchased within the "Improvement of Quality of Medical Services in the Region Priaralya" project according to appendix No. 5*.

3. Determine that:

The Ministry of Health is the executive body responsible for timely implementation and coordination of the Project, and also target and effective use of borrowed and grant funds of KfW bank;

Public institution "Center of purchases" under the Ministry of Health is receiver of freights - the partner under the agreements signed within project implementation;

the medical equipment, stock and means which are purchased within the Project to the announcement of tender are analyzed on the basis of regulations of equipment of medical institutions by each organization with involvement of independent experts.

At the same time following the results of analyses the Ministry of Health can make changes to the list, quantity and technical characteristics of the purchased medical equipment, stock and means;

the expenses connected with return of borrowed funds of KfW bank, including payment of surcharge and percent, other payments become covered at the expense of means of the republican budget of the Republic of Uzbekistan.

4. Issue to the Ministry of Justice the legal conclusion under the loan and grant agreements signed between the Republic of Uzbekistan and KfW bank.

5. To provide to the Ministry of Health together with Council of Ministers of the Republic of Karakalpakstan and khokimiyat of the Khorezm region within the Project:

preparation of the respective buildings and rooms for installation and installation of the medical equipment before delivery of the purchased goods;

timely preparation and submission to the interested ministries and departments of necessary reports and documents according to requirements of KfW bank and acts of the legislation of the Republic of Uzbekistan;

creation of necessary conditions for realization of planned activities.

6. To the Ministry of Health to allocate necessary funds for purchase of goods and the equipment, services of their delivery in certain address, and also implementation of other expenses on financing during project implementation within the funds of the Government budget allocated for health sector.

7. To provide to the Ministry of Foreign Affairs according to visa requests of the Ministry of Health execution of entrance visas for the foreign experts involved within project implementation without collection of consular and other fees on account of compensation of actual expenses.

8. To the Ministry of Internal Affairs according to requests of the Ministry of Health to provide registration and prolongation of term of the multi-visa, and also registration in the place of temporary stay and its prolongation to the foreign experts involved to project implementation.

9. Make change to the resolution of the President of the Republic of Uzbekistan of June 16, 2022 No. PP-283 "About enhancement of system of rendering emergency medical service to the population" according to appendix No. 6.

10. Assign to the Minister of Health A. A. Hudayarov the personal responsibility for the effective organization of execution of this resolution.

Control of execution of this resolution and implementation of coordination of organization activity, responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
