About enhancement of system of rendering emergency medical service to the population

For the purpose of further approach and improvement of rendering to the population of fast and emergency medical care, and also ensuring execution of the tasks determined within the open dialogue of the President of the Republic of Uzbekistan with representatives of health sector which is carried out on March 18, 2022 on the subject "Reforms in Medicine — for Human Dignity":

1. Create the Republican center of emergency medical service (further - the Center) and its 14 regional branches based on service of emergency medical service and medical motor transport services and to implement single vertical management system of emergency medical service.

2. Determine that:

The center for the republic exercises coordination and control of activities of emergency medical service in the Republic of Karakalpakstan, areas and the city of Tashkent;

employees of service of emergency medical service, special vehicles (spare parts, fuels and lubricants and others), and also providing with medicines, consumable materials and the medical equipment are given to regional branches of the Center;

in the Center and its regional branches departments of situational coordination which on the basis of analyses exercise control of activities of system of emergency medical service in areas (cities) and regions are created and make offers on its enhancement;

vehicles of emergency medical service as a part of motor transport services of system of the Ministry of Health are transferred to structure of regional branches of the Center, and also maintenance of these vehicles is performed on the basis of agreements of outsourcing;

control of expense of fuels and lubricants of vehicles of emergency medical service is exercised by means of the electronic program.

3. To the Ministry of Health (B. Musayev) to approve charters and structures of the Center and its regional branches in a month. At the same time to grant to the director of the Center the right to make, if necessary, changes to the approved structures within the total extreme number of workers and the salary fund.

4. To the Ministry of Health (B. Musayev) together with the Ministry of Finance (T. Ishmetov), the Ministry of employment and employment relationships (N. Khusanov) within certain total extreme number of health care providers and the funds allocated from the Government budget to develop and till September 1, 2022 to approve updated regular standard rates of the Center and its regional branches, Republican scientific center of the emergency medical care and its regional branches, central district (city) hospitals and motor transport services of system of the Ministry of Health.

5. Approve:

The program of measures for improvement of quality and further approach to the population of emergency medical service (further - the Program) according to appendix No. 1;

Structure of the Working group on implementation of measures, directed to reforming of service of emergency medical service (further - the Working group) according to appendix No. 2;

The plan of step-by-step updating of the operating park of vehicles of system of emergency medical service according to appendix No. 3.

6. (O. Fazilkarimov) to provide to working group:

carrying out the analysis of execution of the measures determined by the Program;

determination of the departments and organizations which are subject to optimization in system of the Ministry of Health and also the solution of the questions connected with property, financial and employment relationships, in accordance with the established procedure;

implementation of measures for rendering service of emergency medical service to the population of available and high-quality services.

7. Approve the offer of the Ministry of Health, Ministry of development of information technologies and communications, the Ministries of Finance about complete implementation till September 1, 2023 of the Electronic automated control system of emergency medical service in other regions of the republic on the basis of experience of the city of Tashkent.

At the same time to abolish dispatching services of areas (cities) of the Andijan, Jizzakh, Samarkand and Surkhandarya regions - till December 1, 2022, the Republic of Karakalpakstan, the Bukhara, Kashkadarya, Navoiy, Namangan, Syr Darya, Tashkent, Fergana and Khorezm regions - till September 1, 2023, to organize in regional branches of the Center activities of the single Call-centers on the basis of experience of the city of Tashkent.

Determine that implementation of electronic automated control system of emergency medical service is performed by fund of development of information and communication technologies under the Ministry of development of information technologies and communications.
