About approval of the Procedure for regulation of the activities of legal entities and physical persons connected with operation of means of individual mobility
For the purpose of regulation of the activities of legal entities and physical persons connected with operation of means of individual mobility according to article 2 of the Law of the Kyrgyz Republic "About traffic in the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:
1. Approve the Procedure for regulation of the activities of legal entities and physical persons connected with operation of means of individual mobility according to appendix.
2. Recommend to local government bodies to take adequate measures on implementation of this resolution.
3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
4. This resolution becomes effective after fifteen days from the date of official publication.

to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of April 7, 2025 No. 183
1. The procedure for regulation of the activities of legal entities and physical persons connected with operation of means of individual mobility (further - the Procedure), determines requirements to implementation by legal entities and physical persons of activities for provision of service in hire and lease for a fee in temporary use of means of individual mobility, and also procedure for regulation of activities of such persons by local government bodies.
2. In this Procedure the following concepts and terms are used:
means of individual mobility - the vehicle having one or several wheels (rollers), intended for individual movement of the person by means of use of the engine (engines), including without limitation, electroscooters, electroskateboards, giroskuter, sigve, monowheels;
the user of means of individual mobility - the person registered in special mobile application and managing the means of individual mobility provided to it for a fee in temporary use for individual movement;
provision of means of individual mobility in hire/lease - transfer through mobile application of means of individual mobility for a fee in use (based on the agreement of hire/lease) for the short-term period for individual movement;
person providing services of hire/lease of means of individual mobility (further - the lessor) - the legal entity or physical person performing business activity on provision using mobile application of means of individual mobility for a fee in temporary use for individual movement;
conditions of provision of means of individual mobility - the rules determined by the lessor and establishing the rights, obligations, responsibility of the parties (the user and the lessor), rates and cost of hire/lease, privacy policy and processings of personal user information of means of individual mobility, and also other conditions provided by domestic policy of the company;
the mobile application - the software which is established on mobile devices and allows to use means of individual mobility for a fee for the short-term period for individual movement in accordance with the terms of their use.
3. Activities of the lessor for provision of services of hire/lease of means of individual mobility shall be registered according to the procedure, established by the legislation of the Kyrgyz Republic.
4. The relations between the lessor and the user of means of individual mobility are regulated by the agreement of hire/lease signed by means of the direction of the public offer.
In terms of the contract the rights, obligations, responsibility of the user of means of individual mobility, the right, obligation, responsibility of the lessor, privacy policy and processings of personal user information, rates, procedure for determination of the price of service and other conditions of hire/lease are determined.
5. Lessors of means of individual mobility for the purpose of safety of users and protection of own valuable interests have the right to perform civil responsibility insurance and responsibility for damnification according to the current legislation of the Kyrgyz Republic.
6. Provision of means of individual mobility in hire/lease is performed through the mobile application providing registration of person who intends to become the user of means of individual mobility, fixing of time and duration, places of the beginning and the end of movement, and also hire/lease fee.
7. In case of registration in mobile application the lessor performs processing of personal data only in case of receipt of consent of person who intends to become the user of means of individual mobility. At the same time the lessor can establish the requirement to introduction of identity documents of person intending to become the user of means of individual mobility (the passport or other documents in electronic format).
8. The lessor in the procedure established by the legislation of the Kyrgyz Republic provides personal data protection of the user of means of individual mobility and confidentiality of information on the user of means of individual mobility.
9. Means of individual mobility shall be equipped with the following elements:
- registration number;
- small lamp;
- back stop lamps;
- forward light reflector;
- side light reflectors;
- the built-in limiter of speed to 25 km/h.
10. Means of individual mobility shall be in proper technical condition which is provided by means of regular maintenance and repair for the purpose of maintenance of their serviceability and safety.
11. In case of registration in mobile application the lessor by means of mobile application shall provide acquaintance of person who intends to become the user of means of individual mobility:
- with safe engineering when using means of individual mobility;
- the rules of use of means of individual mobility provided by domestic policy of the company.
12. The lessor by means of mobile application shall provide informing users of means of individual mobility before each trip:
- about the cost of service of hire/lease of means of individual mobility;
- about safe engineering, including the rules of use of means of individual mobility provided by domestic policy of the company.
