the list of the data sent by operators of mobile radio telephone communication to the state information system of monitoring of execution by telecom operators of obligations in case of communication services provision (further - the list).

2. Recognize invalid:

the order of the Government of the Russian Federation of July 22, 2022 No. 1313 "About approval of Rules of representation of mobile radio telephone communication of information by operators necessary for implementation of monitoring of observance by telecom operators of obligation on check of reliability of information about subscribers and the information about users communication services of subscribers - legal entities or individual entrepreneurs" (The Russian Federation Code, 2022, No. 31, the Art. 5707);

the order of the Government of the Russian Federation of March 21, 2024 No. 347 "About modification of the order of the Government of the Russian Federation of July 22, 2022 No. 1313" (The Russian Federation Code, 2024, No. 13, the Art. 1816).

This resolution becomes effective since April 1, 2025, except for Items 9 (regarding provision of information, stipulated in Item the 8th list), 11 (regarding provision of information, stipulated in Item the 8th list), 15 and 17 Rules approved by this resolution and also Item 8 of the list which become effective since September 1, 2025.

4. This resolution is effective till September 1, 2030.

1. These rules determine procedure, structure and format of provision by operators of mobile radio telephone communication of information necessary for implementation of monitoring of observance by telecom operators of obligation by verification of data, stipulated in Item 1 article 44.2 of the Federal law "About Communication" (further respectively - information, monitoring), in the state information system of monitoring of execution by telecom operators of obligations in case of communication services provision (further - monitoring system).

2. Provision of mobile radio telephone communication of information by operators is performed by means of automatic interaction of systems of operators of mobile radio telephone communication with monitoring system.

3. The monitoring system provides obtaining and confirmation of information by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications, and also possibility of the round-the-clock provision of information by operators of mobile radio telephone communication.

4. Interaction of the operator of mobile radio telephone communication with Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications concerning provision of information according to these rules is performed with use of personal account of the operator of mobile radio telephone communication posted on the official site of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (https://service.rkn.gov.ru) (further - personal account), and also information resource which network address is published in personal account (further - information resource).

5. Organizational and technical measures for connection of systems of operators of mobile radio telephone communication to monitoring system are performed by radio-frequency service.

Access to personal account is provided by means of passing of mobile radio telephone communication of authentication by the operator with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" or the strengthened qualified digital signature of the operator of mobile radio telephone communication or person acting on behalf of the operator of mobile radio telephone communication.
