1. Establish for the responsible departments and organizations determined by the Law of the Republic of Uzbekistan "About prevention of offenses" and the Concept of public safety of the Republic of Uzbekistan as priority task in 2025 "the early prevention of offenses in each makhalla" and to implement the following mechanisms of work:

widespread introduction in prevention of offenses of modern digital technologies and technical means for the purpose of creation of the safe circle in public places and apartment houses makhally, preventions of any infringement of life, health and property of citizens;
establishment of strict system of demand by results of the events held by each responsible department and organization according to the early prevention of crimes in махаллях, taking measures of impact to the heads who are irresponsibly belonging to the matter.
2. Approve:
The program of address measures for creation of the safe circle and increase in system effectiveness of the early prevention of offenses in махаллях the republics in 2025 (further - the Program) according to appendix No. 1 *;
Standard "road map" of address measures of regional level for stabilization of criminogenic situation and to creation of early warning system of offenses in махаллях on the basis of new approaches according to appendix No. 2 *;
Standard "road map" of address measures for stabilization of criminogenic situation and to increase in system effectiveness of the early prevention of offenses in махаллях the area (city) according to appendix No. 3 *;
Standard "road map" of address measures for ensuring early prevention of offenses in the makhall according to appendix No. 4 *;
The concept of address measures for the prevention of crimes in махаллях with difficult criminogenic situation (further - the Concept) according to appendix No. 5;
The main target indicators directed to creation of the safe circle and forming of effective early warning system of offenses in махаллях the republics in 2026 (further - target indicators), according to appendix No. 6*.

to entering into the territorial "road maps" developed for every quarter 2025, the evidence-based offers directed to studying of the real factors influencing making of crimes in махаллях with difficult or heavy criminogenic situation and also adjustment of address organizational and preventive system proceeding from their features
;to development and deployment in practice of address techniques according to the early prevention of offenses taking into account the major factors influencing criminogenic situation in махаллях and also to the requirement from the fixed scientific organizations and educational institutions following the results of their results on an equal basis with departments, responsible for the sphere.
4. For the purpose of the complex organization of work on early prevention of offenses in махаллях, and also implementation of system control of program implementation, the Concept and territorial "road maps" to create under the Prosecutor General's Office the Republican interdepartmental coordination working group, permanent during 2025 (further - the Coordination working group).
