About additional measures for development of chain of conversion in the textile and sewing and knitted industry
For the purpose of further increase in investment appeal and competitiveness of the textile and sewing and knitted industry, building-up of the export potential of industry, creation of conditions for broader promotion of domestic textile production on the foreign markets:
1. Determine the main target indicators by development of chain of conversion in the textile and sewing and knitted industry for 2025 - 2027:
finishing export of products in 2025 to 4, billions of US dollars, in 2026 - to 5, 0 billion US dollars, in 2027 - to 7, 0 billion US dollars;
finishing export of finished goods on the markets of the USA and the states of Europe to 500 million US dollars;
finishing share of finished sewing and knitted goods in total amount of export to 70 percent by widespread introduction of advanced technologies and modern design developments, and also attraction of the international brands;
attraction of foreign investments and credits in the amount of 5, 0 billion US dollars for the purpose of further development of deep conversion of yarn.

3. To Chamber of Commerce and Industry to implement the Made in Uzbekistan Program for promotion, placement and advertizing of domestic production and brands on the international marketpleysa. At the same time:

To the ministry of investments, industry and trade together with the Ministry of Economics and finance, Chamber of Commerce and Industry and khokimiyat of the Namangan region in a month to make in the Cabinet of Ministers the offer by training on 30 hectares of land area in the Namangan region of the Special textile industrial zone specialized on production of deeply processed ready-to-wear clothes and products of house textiles (further - the Industrial zone) in the territory of which the special legal, tax, customs and currency modes are established.

5. Approve the offer of Chamber of Commerce and Industry by training of the Factoring organization under the Company in the form of limited liability company with authorized fund in the amount of 10 billion sum (further - the Factoring organization).
The fund of reconstruction and development allocates funds in total of 100 million US dollars for the term of 5 years with repayment provision since January 1, 2028, in particular the Company based on its request - 50 million US dollars at the rate 4 annual interest rates, to commercial banks based on the request of the Central bank - 50 million US dollars
;The company allocates the funds provided by the paragraph the second this Item for rendering on favorable conditions for factoring and leasing services to the companies performing production of industrial output and also for rendering financial services on trading activities of purchase and realization of raw materials to the companies of the textile industry;
the part of the specified means in the amount of 50 million US dollars allocated to commercial banks goes to the companies of light industry based on the recommendation of the Agency on development of light industry for rendering factoring and leasing services, and also financial services for trading activities about purchases and realization of raw materials on favorable conditions;
for effective management of the allocated these funds it is allowed to create separate legal entities under the Company;
the expenses connected with involvement of domestic and foreign specialists to establishing activities of the Factoring organization are financed by fund of assistance to trade.
To the deputy prime minister Hodzhayev Zh. A. according to offers of Chamber of Commerce and Industry in two-month time to approve procedure and specific conditions of rendering financial services, and also distribution of means by types of financial services.
7. Provide to Chamber of Commerce and Industry:
widespread introduction of financial services, stipulated in Item 6 these Decrees;
involvement of domestic and foreign specialists with high standard of knowledge and professional skill in factoring services to activities of the Factoring organization;
increase in knowledge of the companies of factoring services and carrying out explanatory works about factoring benefits on the basis of quarter scheduled plans.
8. Permit at the expense of means of debt collection on the charges for export of cotton yarn provided by the subitem "b" of Item 3 of the Presidential decree of the Republic of Uzbekistan of January 21, 2022 No. UP-53 "About Measures for Stimulation of Deep Conversion, Production and Export of Finished Goods with High Value Added the Textile and Sewing and Knitted Companies", subsidizing of the companies which performed export of finished sewing and knitted goods in year of formation of the specified debt in proportion to amount of the export performed by them.
9. To Chamber of Commerce and Industry together with other interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.
10. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix.
11. Assign to deputy prime ministers D. A. Kuchkarov and Zh. A. Hodzhayev, and also the chairman of Chamber of Commerce and Industry D. A. Vakhabov the personal responsibility for the effective organization of execution of this Decree.
To assign control of execution of this Decree, implementation of coordination of activities of the responsible ministries and departments to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
