About creation of additional terms for production with high value added and increases in export volume in the field of light industry

For the purpose of development and high-quality realization of the priority directions of state policy in the field of light industry, in particular further acceleration of the reforms undertaken in textile, tanning and shoe, silk industries and rug weaving I decide:

I. Enhancement of public administration

1. Create the Agency of development of light industry under the Cabinet of Ministers of the Republic of Uzbekistan (further - the Agency) and to approve the main objectives of the Agency according to appendix No. 1*.

2. Determine that the Agency is authorized state body on development and realization of the priority directions in spheres of the textile, tanning and shoe, silk industry and rug weaving (further - light industry).

3. For the purpose of effective ensuring execution of the tasks assigned to the Agency:

(a) to approve the offer of the Ministry of Economics and finance, the Ministries of investments, the industry and trade, Uztukimachiliksanoat, Uzcharmsanoat and Uzbekipaksanoat associations about creation under the Agency of the Public council in the field of light industry consisting of experienced entrepreneurs in structure according to appendix No. 2 *;

(b) to transfer to system of the Agency the Uzbek-Korean educational and practical textile technopark, Research institution of silkworm breeding and the Uzbek research institution of natural fibers with preserving the operating procedure for financing.

4. Confer to the Agency powers to destination to position and to dismissal of heads educational and practical and the research establishments provided by the subitem "b" of Item 3 of this Decree, in accordance with the established procedure.

5. Determine that Uztukimachiliksanoat, Uzcharmsanoat and Uzbekipaksanoat associations perform the activities together with the Agency in realization of the tasks determined in the field of light industry and also the Tashkent institute of textile and light industry - in the field of training, development of the educational directions and programs, carrying out research work.

6. Create under the Agency off-budget fund of support of light industry (further - Fund) without formation of legal entity and to approve sources of forming of the income of Fund according to appendix No. 3*.

7. Establish application by the Agency to the companies of the sphere of light industry by fund since October 1, 2025 of the following measures of financial support:

(a) covering of expenses on attraction of the international brands, implementation of the international systems of standardization and certifications, international accounting standards, financing of insurance under export agreements, and also allocation of grants for training of specialists;

(b) covering of part of the expenses abroad connected with opening and content of trading houses in the foreign states, lease of offices, trade and storage facilities, the organization of advertizing campaigns;

(c) covering of expenses on involvement of the foreign consulting companies and qualified specialists, creation of exhibition stands, participation in the international trade fairs, trainings and business forums, financial assistance in placement of information in foreign information resources;

(d) financial support in accordance with the established procedure the companies of light industry, including the companies for production of finished sewing and knitted goods, ready footwear from genuine and imitation leather and tanning and haberdashery products, silk fabric;

(e) covering of maintenance costs of project offices on assistance of the light industry to the companies organized in regions by fund and also the attracted foreign consultants and the consulting companies, support of activities of the Agency, financing in accordance with the established procedure partner associations and scientific institutions.

8. To the agency by fund based on the Uzbek-Korean educational and practical textile technopark:

(a) till July 1, 2026 to provide creation, equipping and carrying out the international accreditation of modern textile laboratory with possibility of carrying out 24 types of testing;

(b) in three-months time to take measures for allocation at the initial stage of funds in the amount of 5 billion sum for realization and financing of the Fashion business incubator project.

9. Determine that annual expenses of Fund are developed by quarters by the Agency on the basis of recommendations of Council and affirm after approval of the Ministry of Economics and finance. Grant to the director of the Agency the right of modification at the rate to 10 percent of the estimate of annual expenses with condition of the subsequent introduction of information to Council.

10. Determine that for the purpose of stimulation of development of the industry in the remote areas for the textile and sewing and knitted companies opening production branch in the areas carried to 3 - the 5th to categories, on condition of creation in branch of 200 workplaces and payments of the average monthly salary by them in the amount of at least 2,5 of one million sum, from Fund:

(a) the credit at the rate to 10 billion sum for the term of five years at the main rate of the Central bank is allocated;

(b) the part of expenses on compensation of the designers, technologists, designers and marketing specialists involved from abroad is refunded.

II. Financing sources

11. To provide to fund of reconstruction and development allocation Fonda in 2025-2026 of means in the amount of 200 million US dollars at the rate 4 annual interest rates in proportion with return condition till January 1, 2030, step-by-step allocation - on the basis of requests of Fund. At the same time for providing the companies with current assets by fund of reconstruction and development by the Agency financial resources are allocated to commercial banks.

12. To the Ministry of Economics and finance:

(a) in week time to transfer in Fund 20 billion sum at the expense of the funds allocated in 2025 to Fund of assistance to trade for measures of support, stipulated in Item 7 these Decrees, in the years ahead to provide these expenses when forming budget parameters;

(b) to provide allocation to Fund in 2026 of means in the amount of 50 billion sum, in 2027 - 100 billion sum on financing of development of the Strategy of development for spheres of light industry till 2030, and also actions for digitalization of the companies.

III. Organization, providing and control of execution of the Decree

13. To the Cabinet of Ministers in week time to approve the regulatory legal act providing procedure for the organization of activities of the Agency, forming and use of fund of support of light industry.

14. To the agency to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree in a month.
