Based on part three of Item 3 of article 13 of the Law of the Republic of Belarus of October 28, 2008 "About bases of ministerial procedures" the Council of Ministers of the Republic of Belarus DECIDES: No. 433-Z

1. Approve Regulations on procedure of payments of service fee (work), rendered (carried out) when implementing ministerial procedure, and structure of economically reasonable costs connected with its implementation it (is applied).

2. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of April 14, 2009 No. 463 "About some questions of implementation of ministerial procedures".

3. To state bodies, other organizations within which competence realization of state policy in the respective sphere of the public relations is to provide reduction of regulatory legal acts in compliance with this resolution and to take other measures for its realization.

4. This resolution becomes effective after its official publication.

Regulations on procedure of payments of service fee (work), rendered (carried out) when implementing ministerial procedure, and structure of economically reasonable costs connected with its implementation

1. Are determined by this Provision procedure of payments of service fee (work), rendered (carried out) when implementing ministerial procedure, and structure of economically reasonable costs connected with its implementation.

2. The service fee (works) rendered (carried out) when implementing ministerial procedure is determined by one of the following methods:

by establishment of payment according to each name of services (works) on the basis of economically reasonable costs connected with implementation of ministerial procedure;

proceeding from the cost of normo-hour calculated on the basis of economically reasonable costs connected with implementation of ministerial procedure, and regulations of time for rendering (accomplishment) services (works) rendered (carried out) when implementing ministerial procedure.

3. The structure of economically reasonable costs connected with implementation of ministerial procedure includes:

direct costs - the costs which are directly connected with rendering (accomplishment) services (works) when implementing ministerial procedure;

general business costs - costs which do not belong directly to the costs which are directly connected with rendering (accomplishment) services (works) when implementing ministerial procedure.

4. Treat direct costs:

compensation and other payments according to the legislation on work of the workers who are directly involved in rendering (accomplishment) services (works) when implementing ministerial procedure, compulsory insurance premiums in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus, insurance premiums for compulsory insurance from labor accidents and occupational diseases;

the materials used when rendering (accomplishment) services (works) when implementing ministerial procedure;

the costs which are not named in this Item, but directly connected with rendering (accomplishment) services (works) when implementing ministerial procedure.

5. The following cost groups belong to general business costs:

utilities;

communication services;

services of third parties, individual entrepreneurs, except named in paragraphs second and third this Item;

compensation and other payments according to the legislation on work of workers who are not directly involved in rendering (accomplishment) services (works) when implementing ministerial procedure, compulsory insurance premiums in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus, insurance premiums for compulsory insurance from labor accidents and occupational diseases;

fixed asset depreciation and intangible assets;

leasing payments;

traveling expenses;

transportation costs;

taxes and other obligatory payments;

other costs.

6. The size of service fee (work), rendered (carried out) when implementing ministerial procedure, is determined taking into account requirements of parts one and the second Item 3 of article 13 of the Law of the Republic of Belarus "About bases of ministerial procedures".
