1. Approve Rules of issue of the accreditation card according to appendix to this order.
2. To provide to department of state policy in the field of mass media of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.
4. This order becomes effective since January 1, 2025 and is subject to official publication.

to the Order of the Minister of Culture and Information of the Republic of Kazakhstan of September 5, 2024 No. 407-HK
1. These rules of issue of the accreditation card (further - Rules) are developed according to Item 1 of article 28 of the Law of the Republic of Kazakhstan "About mass media" (further - the Law) and determine procedure for issue of the accreditation card for journalists (representatives of mass media).
2. In these rules the following basic concepts are used:
1) the simplified procedure for accreditation - the automated process of accreditation of mass media and their journalists (representatives of mass media) by means of issue of the accreditation card;
2) the editor-in-chief (editor) - the physical person who is heading the editorial office of mass media and having appropriate authority on release and distribution of products of mass media;
3) mass media - the periodic printing edition, TV, radio channel, the Internet edition;
4) the editorial office of mass media - physical person or on-stage performance group, being structural division of the legal entity, the performing collection, preparation of materials, release and distribution of mass media;
5) single media platform - the information system intended for realization of the state information policy;
6) the journalist (the representative of mass media) - the physical person performing activities for collection, processing and preparation of messages and materials for mass media on the basis of employment or other contractual relations with the editorial office of mass media;
7) accreditation of the journalist (the representative of mass media) - appointment procedure of the journalist and recognition of its powers by state body and (or) organization;
8) authorized body in the field of mass media (further - authorized body) - the central executive body performing state regulation in the field of mass media.
3. Mass media accredit the journalists (representatives of mass media) in the simplified procedure for accreditation by means of single media platform.
Accreditation cards, in form according to appendix 1 to these rules are issued to journalists (representatives of mass media).
4. The accrediting organization places on single media platform the announcement of the beginning of reception of applications on issue of the accreditation card in the Kazakh and Russian languages.
5. The mass media which showed willingness to receive the accreditation card for the journalists (representatives of mass media) to the accrediting organization within ten working days submit on single media platform the application about issues of the accreditation card (further - the statement), in form according to appendix 2 to these rules signed by the editor-in-chief and (or) the representative of the editorial office of mass media with application of a copy of the identity document of the accredited journalists (representatives of mass media) (it is required for identification of the personality), the consent of the accredited journalist (the representative of mass media) to use of personal data according to the law to the Republic of Kazakhstan "About personal data and their protection" and the photo of the accredited journalist (the representative of mass media).
6. The term of consideration of the application - three working days from the date of the end of documents acceptance, stipulated in Item 5 these rules.
The term of consideration of the application in especially important state objects and strategic objects - ten working days.
7. The accrediting organization following the results of consideration of the application notifies applicants on one of the following decisions by means of single media platform:
1) about issue of the accreditation card;
2) about refusal in issue of the accreditation card.
8. The accreditation card is issued for the term determined by the accrediting organization.
9. The bases for refusal in issue of the accreditation card are:
1) not provision of documents, stipulated in Item 5 these rules;
2) availability of the judgment which took legal effect about suspension or the termination of distribution of products of mass media, or release of mass media;
3) absence in the register of the registered mass media.
10. The basis of deprivation (cancellation) of the accreditation card are determined according to the Standard rules of accreditation of journalists (representatives of mass media) approved by the order of the Minister of Culture and Information of the Republic of Kazakhstan of August 20, 2024 No. 367-HK "About approval of Standard rules of accreditation of journalists (representatives of mass media)" (it is registered in the Register of state registration of regulatory legal acts No. 34967).
