About modification and amendments in some legal acts of the Republic of Uzbekistan in connection with enhancement of public administration in the field of education within administrative reforms

In recent years in the country within the undertaken administrative reforms the system of public administration in the field of the higher education, science and innovations, preschool and school education is enhanced, priority activities of number of republican executive bodies in this sphere are determined.
At the same time, transformation within administrative reforms of number of republican executive bodies, transfer of function and tasks of the State inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan, Agency on development of Presidential, creative and specialized schools under the Cabinet of Ministers of the Republic of Uzbekistan to the separate ministries, and also transformation of Fund of support of innovative development and the innovative ideas requires modification of legal acts for refining of their official names and powers.
This Law in a row of legal acts makes the changes providing refining of names and powers of the Ministry of the higher education, science and innovations, the Ministries of preschool and school education, the Ministry of Sport, the Ministry of employment and reducing poverty of the Republic of Uzbekistan, and also the name of Fund of science funding and support of innovation.
Besides, the changes providing implementation of new system of external assessment of the state and non-state educational organizations performing secondary vocational, professional, higher and postgraduate education, advanced training and retraining of personnel, and also distribution of powers on licensing of activities in the field of rendering non-state educational services between the Ministry of the higher education, science and innovations and the Ministry of preschool and school education of the Republic of Uzbekistan are made to the Law of the Republic of Uzbekistan "About education".
This Law will serve forming of complete system of republican executive bodies in the field of the higher education, science and innovations, preschool and school education, and also to improvement of quality of the educational services rendered by the state and non-state educational organizations.
Article 1. In paragraph six of Item 1 of article 19 of the Law of the Republic of Uzbekistan of October 31, 1990 No. 152-XII "About property in the Republic of Uzbekistan" (Sheets of the Supreme Council of the Republic of Uzbekistan, 1990, No. 31 - 33, Art. 371; 1993, No. 5, Art. 235; 1994, No. 11-12, of Art. 285; Sheets of Oliy Majlis of the Republic of Uzbekistan, 1995, No. 6, Art. 118; 1997, No. 2, Art. 56; 2003, No. 1, Art. 8; Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2017, No. 9, Art. 510; 2021, appendix to No. 4; 2023, No. 10, of the Art. 795) of the word "higher educational institutions" shall be replaced with words "the highest educational organizations".
Article 2. Bring in the Law of the Republic of Uzbekistan of January 14, 1992 No. 513-XII "About physical culture and sport" (in edition of the Law of the Republic of Uzbekistan of September 4, 2015 No. ZRU-394) (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2015, No. 9, Art. 340; 2016, No. 12, Art. 383; 2017, No. 6, Art. 300; 2018, No. 1, Art. 1, No. 7, Art. 431; 2020, No. 12, Art. 691; 2021, appendix to No. 4, No. 10, Art. 968; 2022, No. 5, Art. 464, No. 11, Art. 1061; 2023, No. 1, Art. 2) following changes:
Article 10 to state 1) in the following edition:
"Article 10. Powers of the Ministry of the higher education, science and innovations of the Republic of Uzbekistan in the field of physical training and sport
Ministry of the higher education, science and innovations of the Republic of Uzbekistan:
provides conditions for realization of improving orientation of teaching and educational process, implementation of regulations of healthy lifestyle;
will organize sports and mass and sporting events among pupils of averages of the special, professional educational organizations and students of the highest educational organizations;
participates in training of specialists in the field of physical culture and sport;
participates in development of educational and methodical literature in the field of physical culture and sport;
participates in the organization of sports competitions among pupils of averages of the special, professional educational organizations ("Barkamol авлод") and students of the highest educational organizations ("Universiade");
provides preserving and development of material and resource base of objects of sport of the highest and average special educational organizations;
performs package of measures for instilling in pupils and students of healthy lifestyle, understanding of importance of sports, aspiration to physical and spiritual enhancement, their barrier from negative impact and disposal of addictions;
participates in development and implementation of regulatory legal acts in the field of physical culture and sport;
will organize development and assistance on implementation of modern forms and methods of physical training of pupils and students, evidence-based systems of instilling of sports skills in them depending on gender and age.
The ministry of the higher education, science and innovations of the Republic of Uzbekistan can perform other powers according to the legislation";
