1. Bring in the order of the Minister of national economy of the Republic of Kazakhstan of March 20, 2015 No. 235 "About approval of Standard rules of improvement of the territories of the cities and settlements and Rules of rendering the state service "Issue of Permission to Cutting Down of Trees" (it is registered in the Register of state registration of regulatory legal acts No. 10886) the following change:

The standard rules of improvement of the territories of the cities and settlements approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard rules of improvement of the territories of the cities and settlements

Chapter 1. General provisions

1. These Standard rules of improvement of the territories of the cities and settlements (further - Standard rules) are developed according to subitem 23-15) of article 20 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" and determine procedure for improvement of the territory of settlements for all legal entities irrespective of their legal status and forms of economic activity, physical persons, and also the officials responsible for improvement of the domestic and public territories.

2. These Standard rules are intended for creation of the safe, comfortable, convenient, ecologically favorable and attractive urban environment promoting complex and sustainable development of the territories in settlements.

3. The basic concepts used in Standard rules:

1) improvement - the complex of the actions directed to increase in comfort of accommodation of citizens by proper maintenance by sanitary, ecological and esthetic condition of the adjacent territory and places public of the cities and settlements, providing set of works on engineering training and safety of the territory, to the device of roads, development of communication networks and constructions of water supply, sewerages, power supply, the device of coverings, lighting, placement of small architectural forms and objects of monumental art, decrease in noise level, improvement of microclimate, protection from pollution of the air basin, open reservoirs and the soil, to clearing, cleaning, sanitary cleaning and gardening of the territory;

2) the bunker store - standard reservoir for collection of large-size waste and other production wastes and consumption in amount according to standard rates;

3) shoddy constructions - residential, cultural household and other buildings and constructions for servicing of builders; sidings, roads, warehouses, pumping, substations, the betonorastvorny nodes, engineering networks and constructions of production appointment necessary for accomplishment of installation and construction works which are usually liquidated on the termination of construction;

4) lawn - element of improvement (land area) including the grassy cover and other plants protected from the sidewalk, parking pockets, parking and other elements of the road with curbstone and (or) decorative barrier;

5) it is expensive - all strip of allotment of land or surface of artificial construction equipped or adapted and used for movement of vehicles and pedestrians according to the procedure, established by this Law. The road includes one or several carriageways, and also tram ways, sidewalks, roadsides and dividing strips in case of their availability;

6) earthwork - the complex of construction works including dredging (development) of soil, its movement, stacking with leveling and consolidation of soil and also the preparatory work connected with clearing of the territory, the accompanying works (including the layout of the areas, slopes, cloths of dredging and embankments, finishing of cloth, the device of ledges on slopes (in the basis) embankments, drilling of holes by boring and crane machines, filling of bosoms of ditches);

7) the individual apartment house - the house intended for personal (family) accommodation, located on the farmstead site and which is in property of the citizen together with economic and other structures and green plantings;

8) container - the universal transport equipment of repeated application intended for transportation of goods;

9) container areas - special platforms for accumulating of waste on which containers for collection of municipal solid waste, with availability of sidings for the specialized transport performing transportation of municipal solid waste are placed;

10) handicapped national groups - elderly people, persons with disability, persons experiencing the difficulties in case of independent movement, receipt of services, information or orientation in space including using baby carriages and (or) wheelchairs;
