1. Approve the enclosed Instruction for creation of engineering designs on production of geodetic and cartographical works.

2. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation:

1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction for creation of engineering designs on production of geodetic and cartographical works

Chapter 1. General provisions

1. This Instruction for creation of engineering designs on production of geodetic and cartographical works (further – the Instruction) is developed according to subitem 213-19) of Item 15 of the Regulations on the Ministry of the digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further – the Provision) approved by the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501.

2. In the Instruction the following terms and determinations are used:

1) authorized body in the sphere of geodesy, cartography and spatial data (further – authorized body) – the central executive body performing management and cross-industry coordination in the sphere of geodesy, cartography and spatial data;

2) contractors of project works (further – contractors) – the subjects of geodetic and cartographic activities performing project works on creation of engineering designs on production of geodetic and cartographical works (further – the engineering design);

3) customers of project works (further – customers) – the subjects of geodetic and cartographic activities ordering project works on creation of engineering designs;

4) the sheet of amounts of works – the list of materials, the equipment, works and separate additional costs necessary for implementation of the engineering design;

5) the estimate – the document representing calculation (plan) of the forthcoming expenses on production of aero film-making, geodetic and cartographical works;

6) the engineering design – the document including content, technical requirements, methods and terms of accomplishment of expected technical work with reasons for the purpose and tasks, the practical importance and feasibility of carrying out the planned geodetic and cartographical works;

7) the specification – the document, or several documents determining the purpose, structure, properties and methods of the engineering design.

3. The instruction is intended for creation of engineering designs on production of geodetic and cartographical works.

4. Carrying out geodetic and cartographical works is performed according to the corresponding engineering designs and estimates which are initial documents for works and development of annual, quarter production and financial plans.

5. The engineering design is constituted on specific object of works. Object of works is understood as the territory of certain square or the route of certain extent in which work is provided.

6. The engineering design is constituted for the purpose of determination of amounts of the forthcoming works on object and establishments of quantity of the labor, material and cash costs necessary for their accomplishment. The project and estimate method is applied to receipt of these indicators.

7. Design process of works consists in development and the choice of the most rational technological and organizational option of performance of works depending on physiographic features of object of works, development of the infrastructure surrounding it, and also availability at contractors of these works of the appropriate technical, material resources, economic means and opportunities.

8. Creation of the engineering design includes:

1) issue (obtaining) of the specification on creation of the engineering design;

2) designing of geodetic and cartographical works;

3) creation of the estimate.

9. Number and own name on geographical signs of its arrangement is assigned to each object. To objects of the works of linear nature performed on certain routes or highways, names are appropriated according to names of terminal points. The code of object consists of code of the city or area where works, code of main types of works, number of object and own name are carried out, and in case of cyclic nature of works – and year of their production.

Codes on the object arrangement territory (the republic, the area, the city) and main types of works for assignment of the code to objects of works are installed according to tables No. 1 and No. 2 appendices 1 to this Instruction.

10. In need of carrying out extra works on object on which the engineering design is approved the additional estimate having the code of the main project and the additional code "additional" is constituted.

11. Reference systems of coordinates and heights on object, its geodetic and topographical study and the main specifications on performance of works are approved with the customer.

12. Engineering designs are sent for consideration to the customer no later than September of the year preceding the planned year of accomplishment of the designed works.

The first copies of engineering designs, under seal (in the presence) and the signature of the first head of the contractor are represented to the customer to acceptance.

13. The final stage of acceptance is signing by the parties on behalf of the first heads of the customer and the contractor of the delivery-acceptance certificate of engineering designs.

Chapter 2. Procedure for creation of engineering designs

14. Creation of the engineering design is made according to the detailed design issued by the customer which contains the following information:

1) basis for designing (request of the customer, budget programs, conditions of the state task);

2) purpose of projectible works;

3) expected methods of performance of works;

4) the main technical requirements to projectible works;

5) terms of creation of the engineering design.

15. Technical designing begins with collection of geodetic and cartographical study of the area on sites of planned activities and other initial materials about the geodetic and cartographical works which are earlier executed in this territory, geomorphology, climate, road and river net, settlements, economy of the area of the forthcoming works.
