RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of social policy on realization till December 31, 2024 of the pilot project on the organization of improvement and rest of the children needing special social attention and support, children's recreation camps of the state companies "The international children's center "Artek" "The Ukrainian children's center "Young Guard" and in the child care facilities of improvement and rest containing in the State register of property objects of improvement and rest of children by the principle "money goes for the child".

2. Determine that since April 10, 2024 budgetary funds are transferred by the Ministry of social policy to receivers into the opened current accounts with the special mode of use according to the procedure of priority of their opening and within the budgetary appropriations provided by the monthly schedule of forming of the general fund of the government budget for 2024 according to the budget program "Improvement and Rest of the Children Needing Special Attention and Support, Children's Recreation Camps of MDTs "Artek", DTs "Young Guard" and the Child Care Facilities Containing in the State Register of Property Objects of Improvement and Rest of Children."

3. Approve the Procedure for implementation of the pilot project on provision and fee on improvement and rest of the children needing special social attention and support in the child care facilities of improvement and rest containing in the State register of property objects of improvement and rest of children by the enclosed principle "money goes for the child".

4. Determine that in 2024 the pilot project is implemented at the expense of the means provided in the general fund of the government budget according to the budget program "Improvement and Rest of the Children Needing Special Attention and Support, Children's Recreation Camps of MDTs "Artek", DTs "Young Guard" and the Child Care Facilities Containing in the State Register of Property Objects of Improvement and Rest of Children".

5. Recommend regional, Kiev city to military authorities during distribution of permits in the state company "The international children's center "Artek" considers question of possibility of the first-priority direction on improvement and rest in the state company "The international children's center "Artek" of orphan children, the children deprived of parent guardianship, own children of the parents tutors or adoptive parents living in one orphanage of family type or in one foster home, the children registered as the internally displaced persons which moved (were conducted) with the territories included in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, approved by the Ministry of questions of reintegration of temporarily occupied territories concerning which dates of completion of fighting (the termination of opportunity) or temporary occupation are not determined.

6. Bring in resolutions of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 632 "Some questions of payment of the government public assistance" (The Official Bulletin of Ukraine, 2020, No. 61, Art. 1981; 2021, No. 35, of the Art. 2093) and of May 9, 2023 No. 462 "Some questions of implementation of the pilot project on the organization of improvement and rest of the children needing special social attention and support, children's recreation camps of the state companies "The international children's center "Artek" "The Ukrainian children's center "Young Guard" and in the child care facilities of improvement and rest of the highest category containing in the State register of property objects of improvement and rest of children and located in the Carpathian region by the principle "money goes for the child" (The Official Bulletin of Ukraine, 2023, No. 50, the Art. 2797, No. 61, the Art. 3441, No. 79, the Art. 4484) the enclosed changes.

7. To give to the ministry of social policy within six months after completion of the pilot project specified in Item 1 of this resolution, to the Cabinet of Ministers of Ukraine the report on results of its realization, and also (in case of need) suggestions for improvement of the legislation in the respective sphere.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 632 and of May 9, 2023 No. 462

1. To add Item 7 of the Procedure for calculation of average monthly comprehensive income of family (household) for all types of the government public assistance approved by the resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 632, with the paragraph of the following content:

"the budgetary funds received by parents (persons who replace them) for fee on improvement and rest of children.".

2. In the resolution of the Cabinet of Ministers of Ukraine of May 9, 2023 No. 462:

The paragraph third Item 3 of the resolution to exclude 1);

2) according to the procedure of use of the means provided in the government budget for the organization of improvement and rest of the children needing special attention and support, children's recreation camps of the state companies "The international children's center "Artek", "The Ukrainian children's center "Young Guard" and the child care facilities of the highest category containing in the State register of property objects of improvement and rest of children and located in the Carpathian region approved by the specified resolution:

in the name and the text of the Procedure for the word of "highest category" and "and located in the Carpathian region" to exclude;

third Item 2 to state the paragraph in the following edition:

"The child care facilities of improvement and rest containing in the State register of property objects of improvement and rest of children shall be placed in the territory of the Vinnytsia, Volynsk, Transcarpathian, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Chernivtsi, Khmelnytskyi regions and Kiev (further - child care facilities of improvement and rest).";
