About modification of Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit"

According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of December 19, 2016 No. 169, the Board of the Eurasian economic commission SOLVED:

1. Bring in Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit", the Boards of the Eurasian economic commission approved by the Decision of October 29, 2019 No. 185, of change according to appendix.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

The changes made to Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit"

1. In Item 3:

a) in paragraph eight "Government" shall be replaced with words the word "Ministry of Finance";

b) the twelfth to add the paragraph with the words "concerning the goods transported according to one transit declaration (further-the one-time certificate of providing), or the certificate of ensuring discharge of duty on payment of customs duties, taxes concerning the goods transported according to several transit declarations (further-the general certificate of providing)";

information on registration of the one-time certificate of providing (general certificate of providing);

request about adoption of the one-time certificate of providing in case of release of goods according to customs procedure of customs transit;

information on cancellation of registration of the one-time certificate of providing (general certificate of providing);

information on registration of the one-time certificate of providing (general certificate of providing) (on demand);

information on lack of the fact of registration of the one-time certificate of providing (general certificate of providing) (on demand);

information on cancellation (repayment), cancellation of registration of the one-time certificate of providing (general certificate of providing);

information on the transferred amounts of customs duties, taxes, the special anti-dumping, compensatory duties collected due to the provided ensuring discharge of duty on payment of customs duties, taxes in confirmation of which the one-time certificate of providing (the general certificate of providing) is accepted;

information on possibility of use of the general certificate of providing on the specific transit declaration (on demand);

information on impossibility of use of the general certificate of providing on the specific transit declaration (on demand).".

4. In Item 9:

a) the paragraph one to state in the following edition:

"9. The scope of information, transferred in the messages specified in Item 7 of these rules is determined in appendix No. 21 (except for the messages specified in paragraphs the thirteenth, the fourteenth, the sixteenth, seventeenth and twenty second the subitem "an" and paragraphs the second, fourth – the seventh, ninth and tenth the subitem "d" of Item 7 of these rules).";

If the central customs authority of registration of the certificate performs registration of the general certificate of providing, that message on registration of such certificate goes to state members in which territories there are central customs authorities of departure which supposes submission of transit declarations with its use.

If the central customs authority of registration of the certificate performs cancellation of registration of the general certificate of providing or the termination of its action, that message on cancellation or cancellation of such certificate goes to state members in which territories there are central customs authorities of departure which supposes submission of transit declarations with its use.".

7. State Item 19 in the following edition:

"19. In case of cancellation of registration of the one-time certificate of providing in case of absence in national information resource of the central customs authority of registration of the certificate of information on adoption of the one-time certificate of providing the central customs authority of registration of the certificate sends to the central customs authority of departure inquiry for adoption of the one-time certificate of providing in case of release of goods according to customs procedure of customs transit.

The central customs authority of departure in response to the arrived request directs the messages containing information on acceptance or rejection of the one-time certificate of providing.".

8. Third Item 20 to add the paragraph with words ", about measures and forms of the carried-out control (in case of tracking of the goods transported according to application of customs procedure of customs transit using navigation seals)".
