About approval of the Regulations on procedure for rendering paid services in medico-social organizations of system of the Agency on development of medico-social services of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of March 25, 2021 No. UP-6195 "About social support aged and persons with disability, and also further development of system of houses boarding schools Sakhovat and Muruvvat of PRIKAZYVAYU:

1. Approve Regulations on procedure for rendering paid services in medico-social organizations of system of the Agency on development of medico-social services of the Republic of Uzbekistan, according to appendix.

2. This order becomes effective from the date of its official publication.

Regulations on procedure for rendering paid services in medico-social organizations of system of the Agency on development of medico-social services of the Republic of Uzbekistan

This Provision determines procedure for rendering paid services in houses boarding schools Sakhovat and Muruvvat, the National center of rehabilitation and prosthetics of persons with disability, its regional centers, sanatoria for aged, persons with disability, veterans of war and work, in Republican boarding house for veterans of war and work (further - medico-social organizations) systems of the Agency on development of medico-social services of the Republic of Uzbekistan (further - the Agency).

Chapter 1. General provisions

1. In this Provision the following concepts are used:

paid services - the services rendered to the client in medico-social organizations on contractual basis for a fee according to appendix No. 1 to this Provision;

the client - the physical person voluntarily using paid services in medico-social organizations on contractual basis.

2. The client can directly address to medico-social organizations without the relevant document granting the right to free medico-social services (for example, the order, the direction), and also to use paid services for a fee on contractual basis.

3. The paid services organized in medico-social organizations shall not exert negative impact on quality and amount of the free services provided for financing from the Government budget.

4. According to the resolution of the Cabinet of Ministers of September 17, 2021 No. 575 "About approval of regulations on medico-social organizations of the Agency on development of medico-social services of the Republic of Uzbekistan" in case of identification at the clients who showed willingness to use paid services, contraindications to acceptance in medico-social organizations they in accordance with the established procedure go to territorial treatment and prevention facilities.

Chapter 2. The organization of paid services in medico-social organizations

5. The paid services rendered to clients by medico-social organizations will be organized and performed according to the list according to appendix No. 1 to this Provision.

Rendering by medico-social organizations the paid services which are not provided by appendix No. 1 to this Provision is forbidden.

6. The price list of the prices of paid services as medico-social organizations and changes and amendments to them affirm the head of medico-social organization in coordination with the Agency.

7. The price list of the prices of the paid services rendered in medico-social organizations for the next year affirms the head of medico-social organization annually till December 25.

8. When rendering paid services to clients medico-social organizations shall have:

the information angle-piece containing data on the paid services rendered to the client, placed in reception of medico-social organization (further - reception), in form according to appendix No. 2 to this Provision;

the price list of the prices of paid services approved according to the procedure, stipulated in Item the 6th this provision;

medical and procedural offices for rendering to clients the paid services established by appendix No. 1 to this Provision;

the information angle-piece containing the information about doctors (specialists) rendering paid services (First name, middle initial, last name, specialty, length of service, qualification category, achievements in the field).

Chapter 3. Acceptance of clients and rendering paid services in medico-social organizations

9. Person who addressed to medico-social organization behind rendering paid service is accepted by the ranking officer of reception and explanations about the paid services rendered in medico-social organization are provided to it.

At the same time if person showed willingness to use the paid services rendered in medico-social organization by the ranking officer of reception to it the out-patient card based on the identity document (the biometric passport or the ID card) opens.

Also ranking officer of reception explains to person who showed willingness to use paid services, need of payment of survey of the doctor (specialist) and primary medical examinations according to the price list approved according to the procedure, stipulated in Item the 6th this provision.

10. After introduction of payment according to the price list the client goes the ranking officer of reception to the doctor (specialist) for rendering medico-social services, including consultations.

At the same time the responsible of reception shall explain to the client need of submission of the out-patient map to the advising doctor (specialist).

11. The doctor (specialist), during consultation of the client, directs him to primary physical examination. At the same time in case of impossibility to make to the client the reasonable diagnosis by results of primary medical examination, the doctor (specialist) can appoint to it additional physical examinations.

By results of inspection the doctor (specialist) appoints to the client rendering medico-social services in out-patient or stationary conditions.

After appointment to the client of medico-social services the doctor (specialist) transfers the out-patient card of the client in out-patient or stationary conditions to the ranking officer of reception.
